Job Description Director of Planning and Development Strategy Lawrence Redevelopment Authority Reports to: Executive Director Position Summary The Director of Planning & Development Strategy is responsible for leading, coordinating, and implementing redevelopment, economic development, land use, planning, and fund development initiatives that advance the mission of the Redevelopment Authority. This role oversees project planning, real estate development, grant writing, community revitalization, and strategic partnerships to promote sustainable growth, economic vitality, and neighborhood improvement. The position combines strategic leadership in planning and redevelopment with responsibility for developing and executing a comprehensive fund development strategy, including securing grants, cultivating donors, and managing fundraising initiatives. Key Responsibilities Strategic Leadership : Provide expertise and recommendations to the Executive Director and Board of Directors on development, planning, zoning, and funding opportunities. Align long-range land use planning and redevelopment initiatives with LRA goals and funding strategies. Project & Program Management : Support and assist developers with permitting and approvals for redevelopment projects and compliance with federal, state, and local regulations. Assist the Executive Director in coordinating infrastructure, housing, and commercial development initiatives. Assist developers expediting approvals. Development Finance Support : Support developers to execute a comprehensive development finance strategy to support projects. Assist developers in securing financing, connecting to funding sources, and other resources. Research, write, and submit proposals to federal, state, corporate, and private funding sources in support of furthering the LRA's mission. Build strong partnerships with municipal officials, developers, community organizations, government agencies, nonprofits, foundations, and private donors. Community & Stakeholder Engagement : Foster participation, involvement, and investment in redevelopment initiatives. Represent the Authority at public meetings, community events, and stakeholder presentations, as needed. Prepare and present redevelopment and planning reports, maps, and proposals for review by boards, commissions, and elected officials. Organizational Leadership : Supervise planning, development staff, consultants, and contractors as needed. Provide oversight to ensure a high-performing and collaborative team. Support the Executive Director in the growth, management, and capacity building of the LRA Qualifications • Bachelor's degree required; Master's degree. • 5-10 years of progressively responsible experience in urban redevelopment, planning, economic development, or related fields, with at least 5 years in a leadership role. • Demonstrated experience working with economic intermediaries to secure project financing. • Knowledgeable of zoning laws, real estate development, and public financing tools (e.g., TIF, CDBG, HOME, tax credits). • Evidence of strong written, oral, and interpersonal communication skills. • Ability to establish effective relationships with diverse stakeholders. • Demonstrated leadership, initiative, and independent problem-solving ability. Working Conditions Office environment with regular field visits to project sites. Attendance at evening meetings, public hearings, and community events is required
