Senior CI Analyst SCRM (College Park) - USACIC Celestar Corporation is seeking a Senior CI Analyst SCRM to support The U.S. Army Intelligence and Security Command (INSCOM) under the United States Army Counterintelligence Command (USACIC) Analytical Support Contract. The primary place of performance will be College Park, MD. ANTICIPATED AWARD: April/May 2026. ANTICIPATED START: May 14, 2026. PERIOD OF PERFORMANCE: 1 Base Year + 4 Option Years. The CI Analyst SCRM shall initiate, integrate, manage, assess, and provide focused analysis in support of Army Supply Chain Risk Management (SCRM). Shall require frequent interaction with ACIC leadership, Army program personnel, other military CI services and unified commands, and contract support teams. Provide comprehensive analytic assessments, operational opportunities, and recommendations on the integration of CI activities in support of ACIC mission and objectives, primarily through finished intelligence production and external engagements throughout the Intelligence Community Enterprise. Provide subject matter expertise to prioritize topics of interest. The Contractor shall conduct research to support development of appropriate reports, database development, or other activities to meet Government customer needs. Required Qualifications / Skills
Minimum education and years of experience requirements for the following: High School Diploma: 20 years of relevant experience with at least a portion of the experience within the last 2 years. Associates Degree: 16 years of relevant experience with at least a portion of the experience within the last 2 years. Bachelors Degree: 14 years of relevant experience with at least a portion of the experience within the last 2 years. Masters Degree or higher: 12 years of relevant experience with at least a portion of the experience within the last 2 years. Training: Must be a graduate of any of the following Military Department Courses: Army - 35F Course (or Military Department / IC equivalent); Army - 351F Course (or Military Department / IC equivalent); Army – Counterintelligence Special Agent Course (CISAC); Army - 35M Course (or Military Department / IC equivalent); Army - 351M Course (or Military Department / IC equivalent); Air Force – Basic Special Investigators Course (BISC) or equivalent; Navy – Special Agent Basic Training Program (SABTB) or equivalent. Experience: Minimum 12 years of experience as an All-Source Analyst; Minimum 5 years of experience in RDA. Required Skills (as demonstrated in resume): Understanding of Intelligence Cycle; Understanding of Intelligence Support/Role in the MDMP; Familiarization with DCGS-A; Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis. Must possess strong oral and written communication and negotiating skills, presenting and advocating for analytic methodologies. Must demonstrate the ability to write in a clear, concise manner, targeted at senior leader communication. Must possess familiarity with various Intelligence Community software and systems; proficiency with Microsoft Office Suite; able to work in a high-operational tempo environment. Other
