DEFINITION:

Under general direction of the Chief of Police, plans, organizes, and supervises the activities of a bureau of the Wheeling Police Department.

Serves as the second highest-ranking position in the Department and generally holds the appointed rank of Major. Responsibilities include serving as Acting Chief of Police when so designated by the Chief of Police and the performance of other tasks assigned by the Chief.

Examples Of Work

Assists the Chief, plans, directs, and coordinates all activities of the Police Department and structures, and the basic overall operation of the department; consults with the Chief of Police in formulating policies and regulations for the department.

Identifies and communicates the needs of the department and submits both long- and short-range plans for meeting those needs

Screens reports of use of force, department vehicle crashes, pursuits, and another officer complaints on a daily basis (workday) for compliance with policy.

Ensures the enforcement of laws and local ordinances as well as department rules, policy, and procedures.

Promotes public cooperation and goodwill by speaking to civic, fraternal, and other organizations and by making regular reports to the news media.

Supervises bureau-level components of the agency, to include the Division Commanders.

Advises and assists subordinates in solving highly complex police problems.

Develops, implements, and monitors the progress of the agency’s strategic goals as they relate to the divisions under their command.

Ensures the agency maintains a state of readiness for response to all critical incidents and that proper training and exercises occur (i.e., Incident Command System, annual regional training exercises); acts as Incident Commander in critical incidents having top-level decision-making authority.

Serves as an executive-level representative from the Office of the Chief of Police.

Conducts administrative responsibilities, to include preparing, reviewing, researching and analyzing processes, projects, reports, and data; prepares, submits, and presents Executive summaries for the City Council or City Government.

Oversees budget and management of grant research, application, and fund dispersal; authorizes departmental purchases of equipment, materials, and training.

Works collaboratively with other law enforcement agencies, government agencies, private businesses, and the greater community in an effort to solve community problems; Develops community programs; establishes and maintains effective communications with community groups.

Attends meetings and serves on executive-level boards, committees, or associations related to promoting crime prevention and improving law enforcement on a regional, state, or national level.

Occasionally directs roll calls and inspects officers and equipment.

Directs Geo-Policing, community policing, and problem-solving efforts, directs program activities within commanders’ districts while working with commanders.

Provides oversight of the property and evidence control functions.

Provides oversight in the WPD participation with various multi-agency, multi-jurisdictional task forces (i.e. narcotics task force, ICAC task force).

Inspects the work of police lieutenants and other subordinates by personal observation in the field and through written and oral reports.

Performs other duties as assigned.

Knowledge, Skills, And Abilities

Knowledge of police methods and procedures, including patrol, crime prevention, traffic control, accident investigation, and criminal investigation and identification techniques Knowledge of criminal law and criminal procedure with particular reference to the apprehension, arrest, and custody of suspects including rules of evidence pertaining to the seizure and preservation of evidence, knowledge of traffic law, knowledge of proper police actions and responses inn a variety of settings and situations, knowledge of self-defense tactics, knowledge of first aid principles, practices, and techniques for both the ill and injured, knowledge of interviewing and interrogation techniques, skill in identifying potential crime situations or traffic hazards and taking preventive action, skill in analyzing situations quickly and objectively to determine and take emergency action, skill in testifying in court, skill in writing clear, concise, and comprehensive reports, skill in identifying and maintaining the confidentiality of sensitive and important information while using a diplomacy and tact, skill in converting abstract ideas to easily understood procedural guidelines, skill in modeling professional, creative problem-solving behaviors and attitudes for subordinate staff, skill in organizing and prioritizing workload and managing multiple projects and the same time, skill in establishing and maintaining a positive relationship between the community and the Police Department to address crime and public disorder problems.

Mental And Physical Abilities

Mental work efforts involve extensive interpretation, application, and enforcement of federal, state, and local laws, statutes, ordinances, rules, regulations, policies and procedures requiring independent decision-making and assuming responsibility which could have a far-reaching impact on the City’s legal and financial status, and the ability to maintain composure during emergency situations. Physical qualifications include the ability to physically restrain and subdue suspects, move heavy (over 100 lbs.) materials occasionally, move light (0-25 lbs.) materials short distances frequently, the ability to sit for long periods of time while conducting administrative work, walk/run on uneven and obstructed surfaces, and the ability to shoot a gun accurately.

Minimum Qualifications

A bachelor’s degree in law enforcement, Police Science, Criminal Justice, or a closely related area and five (5) years of supervisory/managerial experience in a law enforcement department. An equivalent combination of education and experience which indicates possession of the knowledge, skills, and other characteristics may be substituted for the above qualifications. Must possess a valid driver’s license.
