Role Overview This position leads talent acquisition and workforce planning initiatives for a large agency within the State of Indiana. You will serve as the subject matter expert in these areas by providing high-level strategic planning and incorporating best practices in recruiting, sourcing, and selection. You will collaborate with agency partners and leadership teams. You will be responsible for training the Field HR team and agency employees on best practices regarding aspects of Talent Acquisition. This position will formulate and implement new solutions to achieve goals set out by internal and external executive management for agency and statewide initiatives. Salary The salary for this position traditionally starts at $75,010.00, but may be commensurate with education or work experience. A Day In The Life

Responsible for planning, proposing, implementing, and maintaining the statewide job architecture framework as well as the talent management consultation strategy. Develop, communicate, and operationalize long-range workforce plans for the assigned agency(ies) by engaging with business partners to implement talent acquisition strategies. Consult with agency leadership to develop strategies for recruitment, retention, training, coaching, succession planning, and knowledge management. Serve as the subject matter expert for talent acquisition and programming. Deploy measurable strategies to meet the talent acquisition and business needs of the agency. Act as internal consultant by analyzing and recommending solutions to human resource issues relating to strategic workforce planning. Prepare and analyze internal and external reports and data relating to talent acquisition and workforce planning. Develops, coordinates, and recommends changes for improvement in recruitment workflow. Consult with internal and external managers on staffing issues, succession planning, and workforce planning. Evaluate strategies and programs to measure the achievement of established goals. Represent Indiana State Government at career events across the state, including at colleges and universities. Advise management on the formulation and administration of plans and policies for human resource activities. Partner with the Talent Acquisition team and HR to ensure best practices and the most efficient customer service is delivered. What You'll Need For Success

Bachelor’s Degree preferred, or equivalent related experience required. Three years (3+) of human resources experience including recruitment, retention, workforce planning, and project management. Broad knowledge of the principles, laws, regulations, theories, and practices of Human Resource Management and Organizational Development. Ability to formulate sound recommendations and make appropriate decisions with consideration of the potential impact on agency/division/local office/ or facility/statewide. Ability to analyze policies and procedures and be able to recommend improvements. Ability to influence and lead without direct authority in a meaningful way that builds relationships. Excellent written and verbal communication and presentation skills. Advanced analytical and data analysis skills and problem-solving abilities. Ability to establish and implement strategies. Proven ability to influence and coach at various levels within an organization including senior-level positions. Ability to make decisions and operate in a team environment with respect to complex issues and business requirements with a high degree of exposure. Ability to anticipate problems that would create barriers to achieving goals and initiate corrective action. High level of ability to initiate and maintain extensive networking relationships both within and outside state government. Ability to manage multiple projects simultaneously with overlapping deadlines.
