Position:
DIRECTOR – STRATEGIC PLANNING FOR HOUSING AND ECONOMIC DEVELOPMENT (DIVISION DIRECTOR III)
Salary: $103,371 Annually, negotiable depending on qualifications

The Department of Housing and Economic Development (HED) is seeking an experienced and innovative Strategic Planning Director to join our team. This senior-level position provides visionary direction for our Strategic Planning and Operations Division, supporting senior management on operational programs, internal coordination, and external partnerships that span federal, state, and local initiatives. Your leadership will directly influence policy recommendations, program performance, funding, and the future of our community.
Your role and impact
Coordinate the preparation of plans, performance reports, and applications for funding, and develop policy recommendations for federal, state, and local housing and economic development programs.
Advise and support senior leadership on all aspects of departmental operations, with a focus on performance and compliance.
Coordinate the preparation, submission, and monitoring of HED programs and grant agreements, including HUD, CDBG, HOME, ESG, and NSP programs.
Conduct regulatory and program research to drive continuous improvement and ensure successful project outcomes.
Lead the preparation of major deliverables, such as the Annual Action Plan, the Five-Year Consolidated Plan, and reports to internal and external agencies.
Foster cross-functional collaboration, both within HED and across County departments and outside partners, to advance housing affordability, community development, and economic initiatives.
Monitor and coordinate compliance with federal, state, and local regulations.
Serve as the Department’s primary liaison to outside funders, stakeholders, advisory committees, and audit teams. Make field reviews of citizen complaints regarding construction; advise on resolution procedures.
Qualifications This position requires qualified applicants to possess one of the following:
A Master’s Degree in Business/Public Administration, Finance, Economics, or related field and a minimum of three (3) years of progressively responsible experience in economic and/or housing development involving project monitoring and policy development, which includes three (3) years of responsible management or supervisor experience, or
A Bachelor’s Degree in Business/Public Administration, Finance, Economics, or related field and a minimum of five (5) years of progressively responsible experience in economic and/or housing development involving project monitoring and policy development, which includes three (3) years of responsible management or supervisor experience, or
An unrelated Bachelor’s Degree and a minimum of seven (7) years of progressively responsible experience in economic and/or housing development involving project monitoring and policy development, which includes three (3) years of responsible management or supervisor experience, or
An Associate’s Degree in Business/Public Administration, Finance, Economics, or related field and a minimum of seven (7) years of progressively responsible experience in economic and/or housing development involving project monitoring and policy development, which includes three (3) years of responsible management or supervisor experience, or
Graduation from high school or an equivalent recognized certification and a minimum of nine (9) years of progressively responsible experience in economic and/or housing development involving project monitoring and policy development, which includes three (3) years of responsible management or supervisor experience.
Preferred Qualifications Preferred qualifications include two (2) years of experience:
managing federal or state grant programs,
reviewing contracts and other legal documents, and
performing project underwriting.
