Overview

Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City’s streets, supporting economic and social vitality in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, and ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. The Office Livable Streets (OLS) prioritizes strategic planning, community engagement, research, policy, design, implementation, and long-term management to create streets that are livable, safe, accessible, inclusive, resilient, and supportive of active modes, community cohesion, and economic vitality citywide. The Cycling & Micromobility (C&M) Unit manages the nation’s largest network of on-street bicycle facilities and focuses on innovative redesigns to expand and improve the bike network. The Cycling & Micromobility (C&M) Unit is seeking a highly motivated Data Analyst to oversee data collection and analysis programs, expand automated data collection, perform geospatial analysis, and maintain the Unit’s internal databases related to bicycle and micromobility counts. Under the direction of senior staff, the analyst will use programming languages to develop statistical models and support ongoing data analysis for tracking, prioritizing, and evaluating unit initiatives. Responsibilities include compliance with the Open Data Law, assisting with grant management related to pedestrian and micromobility models, developing evaluation processes for post-street improvement projects, and creating frameworks to evaluate non-Capital Street Improvement Projects (SIPs). The role includes building predictive machine learning models and conducting research to inform policy, planning, and programs. The analyst will conduct research with internal and external stakeholders, identify travel patterns, perform safety analyses, and analyze infrastructure investment needs, and will prepare technical research reports and public-facing materials and clearly communicate findings to technical and non-technical audiences. Responsibilities

Oversee existing and new data collection and analysis programs related to bicycle and micromobility counts. Expand automated data collection programs and perform geospatial analysis. Maintain and support Unit databases; build predictive models and machine learning workflows. Conduct research to identify travel patterns and inform policy, planning, and programs. Prepare technical reports and public-facing materials; communicate findings to diverse audiences. Ensure compliance with Open Data Law and assist with grants management for pedestrian/micromobility models. Develop evaluation processes for capital and non-capital projects and assess material performance and maintenance needs. Qualifications

Detail-oriented, accurate, collaborative team player with strong communication skills. Proficiency in SQL is required; intermediate Python and GIS skills preferred. Experience developing analytical and visualization products; comfortable with large, diverse datasets; interest in transportation planning. Ability to explain complex analyses to nontechnical audiences and relate data trends to policy issues. Familiarity with PySpark, Power BI, JavaScript (Leaflet or Folium in Python) is desirable; AutoCAD, ArcGIS, Excel, PowerPoint, and Adobe Creative Cloud experience is desirable. Valid New York State Driver’s License and strong interest in cycling on NYC streets. Preferred and Additional Information

Remote work up to 2 days per week may be available under the Remote Work Pilot Program; salary specifics noted in job materials.
