Overview
Administrative Supervisor of B - 10035 in NYCHA’s Real Estate Development Department (REDD). The Director for Environmental Hazards coordinates planning and implementation of environmental and health hazard mitigation within REDD for PACT and The Trust projects, primarily focused on abatement of lead-based paint, within housing development programs designed to preserve and improve public housing. The Director for Environmental Hazards will work on a team with technical knowledge related to real estate development, public housing, architecture, planning, and urban design. Responsibilities
Manage a team of staff and/or consultants to perform the listed activities, including program development and maintenance, and reporting. Develop and maintain Environmental Hazards programs, including establishing procedures and reporting templates. Compile Historic Environmental Records and transmit to project partners. Review environmental investigation and risk assessment plans. Review environmental abatement/hazards control plans and occupant protection plans. Review environmental operations and maintenance plans. Conduct field observations and documentation of mitigation and abatement activities. Oversee Abatement Project Closeout Review. Prepare Monthly Status Reports and dashboards; provide regular reporting for HUD Agreement Monitor, NYCHA’s Office of Compliance, and others as required. Coordinate annual program audits, planning, and budgeting. Serve as NYCHA liaison for inter-agency collaborations. Draft and review requests for proposals as needed. Present analyses to NYCHA executives, inter-agency partners, elected officials, residents, stakeholders, and colleagues. Collaborate with NYCHA colleagues and agencies at city, state, and federal levels involved in affordable housing development. Minimum Qualifications
Eight years of full-time experience in construction, repair, alteration and/or rehabilitation of multiple dwellings, commercial, industrial or public buildings in roles such as general contractor, superintendent of construction, procurement specialist, estimator, field supervisor, or inspector, with at least 18 months in a supervisory or administrative capacity overseeing a large number of buildings; or Education and/or experience equivalent to the above. Education in engineering, architecture, engineering technology, or a closely related field will be accepted on a year-for-year basis up to four years, provided the candidate has at least 18 months of the specialized supervisory or administrative experience described above. Preferred Skills
Experience with lead-based paint regulations and compliance; familiarity with other environmental hazard regulations (mold, asbestos, radon). Experience in affordable housing development. Knowledge of NYCHA properties, systems, and policies. Ability to meet deadlines and manage multiple projects. Strong computer and database skills, including proficiency in Microsoft Office (Excel, PowerPoint). Strong verbal, written, and interpersonal communication skills. Additional Information
