Position Title: Personnel Security Specialist - Senior Summary of Duties
Independently develops manuals, forms, instructions, and related materials to facilitate operation of the agency Security Program. Conducts checks in accordance with Federal guidelines, policies and procedures. Requests, receives, scrutinizes, and analyzes agency investigative files and related material affecting an individual\'s ability to hold a security clearance. Conducts critical analysis of incoming material/correspondence outlining possible serious and/or very sensitive security concerns. Provides on-the-job training, instruction, guidance and advice to lower-grade specialists. Participates in the direction, from inception to completion, of highly sensitive and complex security assessment investigations and makes clearance recommendations. Prepares in-depth summaries and correspondence for investigation initiation. Provides detailed outlines of background and information developed from extensive initial research and subsequent analysis. Coordinates with agency Divisions on foreign nexus/concerns to exploit intelligence for adjudicative determination recommendations. Provides high-risk analysis of high-risk investigations and recommendations on investigation adequacy and completeness. Recommends whether a security clearance should be granted, denied, revoked, or suspended, as appropriate. Coordinates polygraph examinations and/or interviews as needed. Correlates and assimilates data to prepare formal written analyses of security concerns, vulnerabilities, risks, and resolutions. Coordinates investigative activity and information gathering between field offices, Legal Attaches, other Government agencies, and private industry. Advises on follow-on actions and participates in security briefings. Analyzes investigation results to ensure issues are resolved and information gaps are addressed. Ensures cases are handled in compliance with agency policies and legal requirements. Assesses reporting information to develop leads and provide field guidance during investigations. Required Experience
Must have a current TS/SCI and be willing to take a counterintelligence (CI) polygraph examination at the Government\'s discretion. Bachelor\'s degree 10 years of experience in federal law enforcement or 15 years in the personnel security investigative or investigative analyst field Technical training/certification as an investigator and/or adjudicator is required Prior security management experience preferred Working Conditions
