Prevailance is seeking an experienced and mission-focused professional to serve as
Operations Analyst Support
for the
Commander Navy Installations Command (CNIC)
Shore Enterprise Operations Center (SEOC). This role provides analytical support for operational reports received at the CNIC SEOC and through coordination with other operations centers, including the Navy Criminal Investigative Service (NCIS) Multiple Threat Alert Center (MTAC) and the Defense Threat Reduction Agency (DTRA) Joint Operations Center (JOC). Travel along the east coast of the U.S. in the event of a Continuity of Operations (COOP) event may be required.
The Analyst provides essential support to sustain twelve-hour-per-day, seven-day-per-week (12/7) watch stander operations for the Emergency Management Department during daily activities, training, and real-world response efforts. In addition to watch standing duties, the contractor will assist the Deputy Program Director and department staff by preparing briefs, executive summaries, and point papers for a variety of stakeholders, coordinating official tasking through approved IT systems, and providing general administrative support to the Emergency Management program.
Responsibilities Include, But Not Limited To
Collect and analyze data from installation and region reports to identify trends, threats, and opportunities globally
Conduct root cause analyses on operational reports in collaboration with CNIC program managers
Identify patterns in operational data to inform CNIC strategic and operational initiatives
Develop recommendations with CNIC program managers to improve planning, acquisition, and programming efforts
Assist in generating innovative solutions to enhance infrastructure capabilities across CNIC programs
Coordinate with other operation centers to provide contextual recommendations for resource adjustments aligned with the Navy Shore Strategic Guidance
Enhance fleet integration and communication with type commanders (TYCOMs) by integrating Navy Component Commander (NCC) policies and strategic reports
Establish and maintain data architectures to compile, organize, assess, and disseminate operational report analysis
Requirements Experience
Minimum 10 years of emergency management or operations center experience
Minimum 5 years of experience in reporting analysis
Direct knowledge of or experience with the Navy installation EM program
Strong working knowledge of:
National Incident Management System (NIMS)
Incident Command System (ICS)
U.S. Navy reporting processes
Crisis Action Planning (CAP)
Proficiency in Microsoft Office Suite, including SharePoint and PowerPoint
Demonstrated expertise in root cause analysis, gap analysis, course of action (COA) development, and briefing generation
Excellent written and oral communication skills with the professionalism and confidence to brief senior military and civilian leadership
In-depth knowledge of Emergency Management Program Assessment processes
Prior experience supporting Navy Echelon I-IV commands preferred
Education
Master’s degree in Emergency Management, Disaster Preparedness/Response, Analytics, Public Policy, Public Administration, or Business Administration is highly desired. A degree may be substituted with adequate EM experience, which is considered at least 8 additional years of military service with EM experience.
