Job Overview

Performs duties managing Federal and state grants allocations and meeting deadlines established by the U.S. Department of Housing and Urban Development and the State of Florida. Responsible for determining program and /or project eligibility of funding based on Federal and State regulations.

Having knowledge of the environmental review process and assist with RFP/Q's or ITB's when needed. Provide research and analysis of data to write reports that supports Federal & State Reporting, as well as the development, evaluation, monitoring and implementation of comprehensive studies, plans, programs, and land development regulations.

Duties and Responsibilities

Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below.

Manages the collection, analysis, and presentation of facts and trends for use in evaluating land development proposals and community growth and development plans, studies and reports for within respective teams such as LUHO Hearings, Site Engineering, or Architectural Review. Prepares, reviews or updates all required plan documents and reports on performance, and participation, of three (3) major Federal and state grants, including, but not limited to: Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), State Housing Initiatives Partnership (SHIP) Program, and other State or Federal housing and community development grants. Provide programmatic administration of the housing programs to achieve the goals and objectives contained in the County's Comprehensive Plan, the Consolidated Plan and the Local Housing Assistance Plan. Manages the writing of future land use, transportation, community facility plans, and other comprehensive plans. Create and maintain the most current maps of four (4) Commissioner Districts / eight (8) Neighborhood Revitalization Strategy Areas (NRSA) and projects within each utilizing mapping tools. Collect data necessary to prepare the Consolidated Annual Performance and Evaluation Report (CAPER) and submit HUDs Integrated Disbursement Information System (IDIS) & Sage HMIS Reporting Repository. Represents the organization at meetings with elected and appointed officials and interdepartmental and intergovernmental meetings. Works on a variety of assignments to support the Planning Section such as monthly reports of grant activity, monitoring of all funding sources and managing the Planning / BOCC items Performs other related duties as required. Knowledge of data collection methods and statistical analysis techniques. Skill in quantifiable tracking, mapping, and making presentations to community groups, elected and appointed officials. This position typically takes place in an office environment. Requires sitting for an extended period of time. Work Category

Minimum Qualifications Required

Master's Degree; and Three (3) years of experience as a community planner, two (2) of which were as a community planning project leader OR An equivalent combination of education (Not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies.

Emergency Management Responsibilities

In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, the County's Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.

Career Progression

Employees in this classification that acquire the competencies and minimum qualifications for the next tier will be able to apply for promotional opportunities through a competitive selection process. Employees will not automatically be upgraded to the next tier. Reclassifying a position is based on business need and financial impact and is not based solely on the job competencies or qualifications of the incumbent.
