SAP Government Affairs is SAP’s single point of contact for all interactions with government entities to drive business development and mitigate policy and regulatory risk. We engage with government officials, regulators, legislative bodies, and business associations at the regional, national and international level. We advocate for SAP’s specific interests, monitor and mitigate policy and regulatory developments and identify opportunities, contributing to market shaping and business opportunity creation.

Overview About the Position SAP America is seeking a strategic and proactive Senior Director to join our U.S. Government Affairs team, focusing on White House and U.S. Executive Branch engagement to advocate for policies that advance the adoption of SAP's enterprise software solutions in the U.S. public sector. The ideal candidate will possess a deep understanding of executive branch policymaking processes, including executive orders and their implementation, and will collaborate closely with the U.S. Government Affairs team and other internal stakeholders to advance SAP’s U.S. technology public policy priorities, such as cloud computing, artificial intelligence (AI), human capital management (HCM), and supply chain management, among other issues.

Key Responsibilities

Under the direction of the Vice President, Head of U.S. Government Affairs you will craft and execute our lobbying strategies, with a particular focus on civilian federal agency and White House engagement, ensuring that SAP’s positions resonate with and are considered in legislative and regulatory action.

Develop and execute political and policy strategies to support SAP America's Public Services Civilian business team, identifying and advancing opportunities where government priorities align with SAP solutions to drive business growth.

Build relationships with officials at the White House, the U.S. Department of Commerce, and other key U.S. civilian federal agencies and with other important external stakeholders.

Liaise with U.S. government civilian agencies and White House stakeholders in coordination with the U.S. Government Affairs team to establish support for SAP’s policy initiatives.

Coordinate with U.S. Government Affairs colleagues and our lines of business to engage the White House and agencies to pursue executive action that considers and advances SAP’s policy positions.

Identify opportunities to work with legislative offices, relevant executive branch stakeholders, and outside groups to garner support for SAP political priorities, including meetings, briefings, hearings, and other events.

Work closely with leadership and internal stakeholders to develop and execute legislative and executive branch outreach efforts, including events, briefings, and meetings; identify key topics for analysis; draft memos and briefing materials; and support SAP Executive Board Members in meetings with public officials and staff.

Continuously monitor, analyze and establish a system to track executive orders issued by the White House that may impact SAP's operations, particularly in areas including enterprise software; assess implications and collaborate with internal stakeholders to develop strategic responses.

Prepare concise briefings and updates for senior leaders to inform decision-making and advocacy efforts.

Work with the SAP communications team to develop strategic communications to policymakers and executive branch stakeholders.

Represent SAP in industry associations, coalitions, think tanks, and other forums to advance company priorities.

Other responsibilities may be added based on the individual’s skills and background.

Qualifications

Bachelor’s degree or higher in political science, public policy, law, business administration, or a related field.

Minimum of 10 years of experience in government affairs, public policy, or legislative advocacy, with a strong track record of success.

Extensive experience engaging with the U.S. Executive Branch, including the White House and federal agencies such as the U.S. Department of Commerce.

Proven ability to develop and execute federal lobbying strategies that align with corporate objectives.

Experience in the technology sector, particularly with enterprise software and digital transformation, is highly desirable.

In-depth understanding of the U.S. legislative and regulatory processes, including the development and implementation of executive orders.

Strong analytical skills to assess the implications of policy developments on business operations and compliance requirements.

Excellent communication skills, both written and oral, with the ability to prepare concise briefings and updates for senior leadership.

Demonstrated ability to build and maintain relationships with key government officials, industry associations, and other external stakeholders.

Proficiency in developing strategic communications targeted at policymakers and executive branch stakeholders.

Proven leadership capabilities, including experience leading cross-functional teams and coordinating with internal stakeholders to align policy initiatives with business objectives.

Ability to represent the company in industry associations, coalitions, think tanks, and other forums to advance corporate priorities.

Strong organizational skills to manage multiple initiatives and respond effectively to dynamic policy environments.

This position requires the successful candidate to register as a lobbyist in accordance with U.S. Lobbying and Disclosure Act (LDA).

Compensation Compensation Range Transparency: The targeted combined range for this position is 142,500 - 327,100 USD. The actual amount offered will be within that range and depend on education, skills, experience, scope, location, and performance.
