Senior TSCM Lead Technical CI Officer (Level IV) , located in
Washington, DC . This position requires a TS/SCI Security Clearance. Overview Ensure TSCM team compliance in conduct and completion of all TSCM activities, related support, and other technical operations supporting the NGA TSCM program, TSSC modernization goals, and the Office of Counterintelligence Technical CI Division. Maintain familiarity with governing national and agency policies and all regulatory guidelines. Ensure team processes, activities, reporting, and training are compliant with established policies and timelines in accordance with the NGA TSCM Program. Responsibilities Support Technical CI daily activities and maintain knowledge of National, DoD, and agency regulations related to TSCM and CI; ensure designated National and DoD CI databases are updated with mission reporting in a timely manner. Ensure accuracy and completeness of the agency-level mission support database. Advise on development of, maintenance of, and implementation of standard operating procedures for the team. Manage the overall training track for the team baseline; identify and recommend individual practitioners for advanced training; assist coordination for annual training courses; provide oversight for apprentice training program. Coordinate with TSCM Cyber and IPMS Leads to ensure missions are appropriately staffed. Provide operational level TSCM Lead support including supervision of personnel and operations as required by the TSCM Program Manager and government leads. Ensure personnel are trained in accordance with national standards for TSCM operations and that operations meet customer needs and threat-based priorities. Ensure operations are conducted according to established guidelines and that the team is familiar with governing national and agency policies. Ensure timely and complete team mission reporting; monitor and verify team understanding and compliance with physical and technical security standards for agency secure areas. Monitor training requirements for access to DoD networks in accordance with DoDD 8140.01; provide technical recommendations and guidance and reinforce partnerships with agency entities. Lead liaison opportunities to provide advice and assistance for agency security elements; identify potential relationship opportunities across the agency enterprise; coordinate best practices for customer technical security. Coordinate TEMPEST issues identified in TSCM activities with NGA CTTA; provide recommendations for NGA facilities under construction; respond to hostile technical surveillance penetrations per national procedures; ensure NGA’s TSCM program aligns with national, DoD, and agency objectives. Coordinate actions of teams, projects, and initiatives covering the full spectrum of Technical Counterintelligence to align with NGA’s mission, goals, values, and structure, and with national and DoD CI objectives. Coordinate team activities including internal and external correspondence, resource allocation, personnel management, inventory control, training program, and policy development, requiring extensive coordination with NGA, DoD, IC agencies, and military services. Skills and Experience: Required Experience writing and editing of technical documents. Interagency Training Center (ITC) TSCM Certification. Complete at least 40 hours of discipline-specific development or refresher training each fiscal year, delivered in classroom, online, or other modalities. Meet minimum training requirements for access to DoD networks within one calendar year, attaining and maintaining at least baseline DoD 8570.01-M Information Assurance Technician (IAT2) certification, at contractor expense. Desired Experience with telephone security (Telephone Security Group requirements). Possess certification from TSCM for Information Systems. Possess a Bachelor’s degree in Computer Science, Engineering, or related discipline. Be a credentialed graduate of an accredited federal or DoD CI training academy (e.g., FBI Academy).
