Manhattan Strategy Group (MSG), a leading management consulting firm, is seeking a skilled and experienced Programmer to support the Bureau of Labor Statistics (BLS). This role offers an exciting opportunity to contribute to the development, implementation, and maintenance of data systems and applications that drive critical national labor statistics and economic research.
The ideal candidate will have a strong background in programming, data processing, and systems integration within a federal or research-focused environment. MSG delivers expert consulting services across the federal government in areas such as information technology, research and evaluation, program management, and technical assistance. Job Duties And Responsibilities
Writes programs to reformat government supplied data into formats compatible with government systems. Evaluates quotes for systems redesign. Assists government in developing, testing and implementing new processing systems. Assists in troubleshooting and repairing system problems. Develops and maintain technical documentation and user manuals for any systems developed in-house. Maintains the government intranet website. Plans, conducts, and coordinates the development of moderately complex computer applications to meet customer requirements. Translates design specifications into computer program instructions, prepare test plans and conducts tests. Formulates recommendations on complex technical problems with minimal guidance. Gathers requirements information from users, design potential solutions, develop specifications, perform software analysis - and/or - define and coordinate testing requirements and recommend software/hardware component changes as required. Responsible for instructing, directing, and monitoring junior staff.
Qualifications
4 years of experience developing complex web-based applications. Proficiency with Microsoft .Net framework. Experience with writing applications in ASP.Net, VB.Net, C #. Experience in Oracle databases. Experience working with users in gathering requirements. Experience in system testing, including planning, executing, developing test data, and documenting the testing. Experience working with users to develop and execute user acceptance testing. Proficient in using phone systems, CRM software, and potentially CATI software.
