$65,000.00/yr - $85,000.00/yr Epsilon Systems Solutions, Inc. is currently seeking a full-time Subcontracts Administrator II in San Diego, CA.

Summary

Epsilon Systems Solutions, Inc. is seeking a motivated individual to join our fast-paced defense contractor environment as a Subcontracts Administrator II to work out of San Diego on a Hybrid basis. The successful candidate will be responsible for cradle to grave subcontract management for a variety of Government and commercial contracts to include Firm-Fixed Price, Cost-Plus-Fixed-Fee, Time and Material, and Indefinite Delivery – Indefinite Quantity contracts in a CPSR-compliant environment supporting San Diego, CA operations. Administers subcontracts using established procedures in order to develop, preserve and fulfill the Company’s contractual rights and obligations, assists in subcontract negotiation, supports audits and provides other subcontract related services as needed. Negotiates Non-Disclosure Agreements and Teaming Agreements. Provides contractual surge support to other divisions and operating groups as requested. This position reports to the Senior Contracts Manager.

The successful candidate will also participate in proposal preparation and review; perform subcontract review and acceptance; and assist in solving challenges related to risk, profit, special contractual provisions, and customer expectations.

The successful candidate must demonstrate strong interpersonal skills, exceptional written and oral communication skills; strong analytical skills with careful attention to detail; strong customer relations and team participation skills; and should be pro-active and decisive.

Duties And Responsibilities

Provides Pre-Award and Post-Award Subcontract Administration support, to include negotiation of NDAs and TAs. Requests, analyzes and evaluates subcontractor bids and proposals to ensure they are compliant with company policy, program requirements and department operating procedures. Creates and administers subcontract agreements in full compliance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFARS), and internal procurement policy and procedures guidelines. Ensures proper flow down of terms and conditions and technical specifications. Performs price and cost analysis on subcontracts/proposals and documents negotiations. Maintains configuration control and archives of all subcontract documentation. Responsible for the negotiation of terms and conditions, analyses of price, and creation of the subcontract documents and CPSR-compliant subcontract files. Supports subcontracting plan development with socio-economic concerns, as required. Represents the organization as the lead subcontracts administrator. Maintains an awareness of regulatory changes and their impact on subcontracts. Supports all internal and external procurement-related audit activities. Understands procurement file documentation requirements and demonstrates capability to complete, compile, and review individual documents for suitability. Understands the difference between compliant and non-compliant documents and is able to work with the appropriate parties to correct any deficiencies. Provides guidance to staff members on certain procurement documentation (i.e. Source Justifications or Price Analysis). Conducts peer reviews on staff members’ procurement files. Inputs required data into the Contracts Database. Other duties as assigned

Required Qualifications

Bachelor’s Degree in Business Administration or related field. Four to Six (4-6) years of Subcontract Administration experience in the Department of Defense (DoD) contracting environment. Ability to obtain and maintain a DoD Security Clearance at Secret level. Outstanding communication and negotiation skills. Must have experience in cost type, T&M, and fixed price subcontracting. Is proficient with fixed price, cost reimbursement, and time and material subcontracts. Is experienced with executing subcontracts subject to SCA (Service Contract Act) with wage schedules. Working knowledge of FAR/DFARS and the development, negotiation, and administration of subcontracts Experience with DCAA and DCMA audits and compliance, including successfully passing a CPSR Business System Review. Knowledge of ITAR (International Traffic in Arms Regulation) and EAR (Export Administration Regulation) Ability to work independently and as part of a team; capable of representing the organization as a primary contact on subcontract matters with program management, vendors, and customers and, provide training to less experienced professional employees on projects. Able to work extended hours and minimal travel as required. Proficient in Microsoft Office applications (Word, Excel, Powerpoint, and Outlook). Deltek experience required, CostPoint Version 7.1 a plus. Pursuant to the various government contractual requirements, all applicants must be a U.S. Citizen.

Preferred Qualifications

Professional certification in contract management, supply chain management, or subcontract administration is desired.

Prolonged use of computer (typing, keyboarding, data entry). Regular communication (hearing/speaking). Vision requirements include: close, distant, color perception, peripheral, depth and ability to focus.

Pay Range

The pay range for this role is $65,000 To $85,000 Annually. This is a reasonable estimate for this role. Individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
