$80.00 - $85.00 per hour on W2 (Negotiable) Program overview: The Executive Office of Health and Human Services is comprised of 11 agencies and the MassHealth program. EOHHS seeks to promote the health, resilience, and independence of the nearly one in three residents of the Commonwealth we serve. Our public health programs touch every community in the Commonwealth. EOHHS (EHS) is developing a strategic plan to streamline and combine its current eligibility and enrollment processes through the One Health initiative. Eligibility and enrollment processes for MAGI members, currently serviced through the Health Insurance Exchange (HIX), and non-MAGI members, currently serviced through the legacy MA21 mainframe system. The system will be modernized on a modular basis to provide a single point of access for individuals and/or families applying for public health insurance benefits. MA21 seeks a highly motivated Technical Architect (MA21TA) with solid proven experience in Natural Adabas (Natural One is highly desirable). The MA21TA will focus on Adabas and Natural, design, implementation, and maintenance of the MA21 system utilizing these technologies. Responsibilities:
Work closely with the MA21 team to conceptualize, design, and architect functional changes to the system. Developing and maintaining architectural blueprints for Adabas and Natural One application, ensuring scalability, performance, and security. Directly involved in the implementation of Adabas and Natural, including code development, database design, and system configuration. Responsible for identifying and resolving technical issues related to Adabas and Natural applications, ensuring minimal downtime and disruption. Optimize Adabas and Natural systems for performance, ensuring efficient data access and application responsiveness. Provide technical guidance to MA21 team members on Adabas and Natural best practices. Work closely with development to ensure all server and storage systems are documented, monitored, supported, and adhered to all Commonwealth security standards and directives. Participate with database support and provide timely resolution of database-related issues. Work closely with development and vendors, supporting installations, operating systems, and management applications. Support the MA21 Mainframe Migration project by collaborating with our IT stakeholders, the business, and vendors. Understanding knowledge of EntireX Communicator (RPC & ACI Protocol). Monitor system performance utilizing tools such as Adabas Manager. Develop and implement backup and recovery procedures utilizing Adabas Backup and Recovery Tools. Optimize database performance through query optimization, indexing, and buffer pool management, ensuring the infrastructure runs smoothly. Monitor environment using Adabas Performance Monitor to identify and resolve performance bottlenecks. Communicate effectively with business users and managers. Ensure project documentation, plans, and scheduling comply with agency initiatives and priorities. Administer the Natural development environment. Experience with Adabas Utilities: Use utilities such as ADAREP, ADABAS, ADASAV, ADAORD, etc., for database maintenance and reporting. Support Upgrades, Configuration, and Management of Software AG Products. Monitor performance of database startups and shutdowns and restore database backups. Preferred Qualifications:
Strong relationship skills and ability to interact with internal and external stakeholders, management, and vendors. Solid experience in developing, implementing, and maintaining applications using these technologies. Experience with database design principles, data modeling, and database administration tasks. Strong coding skills and experience in relevant programming languages (e.g., Natural). Demonstrated proficiency in business modeling, process modeling, and data modeling. Knowledge of methods and techniques of computer systems analysis, design, technical terminology, codes, and standard abbreviations. Using the available system management tools (both console and Web-based System Management). Strong Analytical and problem-solving skills, ability to diagnose/receive complex technical issues. Excellent communication skills, both written and verbal, to effectively document solutions, explain technical concepts, and collaborate with other team members. Ability to work well with others in a fast-paced, dynamic environment. Proficiency in Microsoft 365, Excel, Word, PowerPoint, Access, and Visio. Experience with Jira Software would be helpful. Experience with the SDLC (Software Development Life Cycle). Knowledge of MA HIX or other State Health Exchange would be helpful. Education and Certifications:
Bachelor’s degree in Computer Science, Architecture, Information Technology Systems, Business Administration, or a related field. 10+ years of professional experience in ADABAS, Natural and related products, IT infrastructure and/or ADABAS database systems. 5+ years' experience in architecting and developing. Prior Government or healthcare experience is desired.
