Job Title: Deputy Clerk

Job Type: Full-Time; Non-Exempt, 40 hours per week

Compensation: Grade 22, Step 3 ($25.45 per hour)

Location: San Miguel County Courthouse (Telluride, CO) Glockson Building (Norwood, CO), and various Voter Service and Polling Centers throughout San Miguel County

Position Summary

The full-time, non-exempt Deputy Clerk works closely with state agencies such as the Colorado Department of Revenue and the Colorado Secretary of State, as well as with other San Miguel County departments. This position provides information on departmental operations, laws, and procedures to County residents while delivering superior customer service. Deputy Clerks are cross-trained to perform duties in all three functional areas of the Clerk and Recorder's Office: Elections, Motor Vehicles, and Recording. As a full-time position, the Deputy Clerk is eligible for all County-sponsored insurance and benefit plans subject to applicable waiting periods.

Supervision Received:

Reports directly to the County Clerk & Recorder and the Chief Deputy Clerk & Recorder. Must be able to work independently with minimal supervision and know and understand when situations should be escalated to a higher level of decision- making authority. Supervision Exercised:

This position possesses no supervisory responsibilities but will require frequent interactions with the general public and at times.

Job Description

Tasks, Duties, and Responsibilities Include, but are not limited to, the following:

Recording Accepts and reconciles payments for Clerk & Recorder functions; balances cash drawers and prepares daily deposits. Processes marriage license applications, and other official documents in compliance with statutes and regulations. Assists the public, title companies, banks, and County departments in researching public records. Receives, verifies, scans, and indexes documents (including plats, surveys, Oaths of Office, and Resolutions); prepares originals for return and ensures compliance with document retention requirements. Performs other duties as assigned. Elections Assists the Clerk & Recorder and Chief Deputy with all aspects of election operations, including ballot issuance, voting system testing/deployment, voter centers, and chain-of-custody logs. Communicates with voters on record updates, conducts audits and list maintenance, prepares reports, and supports the release of accurate and timely election results. Maintains required certifications, attends statewide conferences for legislative updates, and performs other related duties as assigned. Motor Vehicle Ensures all motor vehicle operations comply with Colorado statutes, Department of Revenue regulations, and County policies. Processes titles, registrations, license plates, and related fees; reconciles payments and prepares daily deposits. Performs other related duties as required and assigned. Desired Knowledge, Skills & Abilities Strong communication skills, with the ability to read, write, and present information clearly in person and in writing. Ability to interpret and apply federal and state laws, County policies, and security protocols while maintaining strict confidentiality. Proficiency in Microsoft Office Suite, Google Workspace, and QuickBooks, with the ability to learn specialized systems (SCORE, DRIVES, Saul's Creek). Highly organized and detail-oriented, with strong analytical, mathematical, and problem-solving skills; able to manage multiple priorities and meet deadlines in a fast-paced environment. Honest, trustworthy, and positive, with high personal integrity; able to build effective professional relationships with colleagues, elected officials, and the public; Spanish language skills preferred but not required. Desired Education & Experience High school diploma or equivalent required, with at least two (2) years of professional office experience. Public sector experience preferred but not required. Equivalent combinations of education and experience will be considered. Required Licenses & Certifications Possess and maintains a current Colorado Certified Election Official certificate or have the ability to obtain it within (1) year from the date of hire. Must possess and maintain a valid Colorado Driver's License and satisfactory driving record. Obtains Colorado Election Official Certification every year. Special Requirements Must be a U.S. citizen and legally registered to vote in Colorado. Required to take an oath as an agent of the San Miguel County Clerk & Recorder's Office (CRS 1-1-110). Completion of National Incident Management System (NIMS) training within 6 months of hire; may be called upon to support County emergency operations. Must pass a comprehensive pre-employment background and motor vehicle check, and maintain annual CBI background clearance. Physical Requirements & Working Environment

Physical Demands:

This position requires the ability to talk, hear, and respond to customer needs in a busy office environment. Work is primarily performed at a computer workstation for extended periods and involves frequent use of hands and fingers for typing, data entry, and operating office equipment. The role also includes occasional standing, walking, bending, kneeling, climbing, and lifting up to 20-50 pounds. Strong hand-eye coordination and vision sufficient for close and distant tasks, color recognition, peripheral awareness, and depth perception are essential. The position also requires the ability to drive to meetings and occasionally traverse uneven or rugged terrain. This position is primarily performed in an office setting but may also require outdoor duties, such as VIN inspections, in varying and sometimes severe weather conditions, particularly during the winter months. The role involves regular use of standard office equipment, including computers, phones, photocopiers, and filing systems, and requires the ability to remain productive in a workplace with quiet to moderate noise levels.
