Overview

Northrop Grumman Defense Systems is seeking a Subcontract Management Team Director 1 to lead the Textron Systems Subcontract Management Team (SMT), located at the Strategic Deterrence Division (SDS) headquarters in Roy, UT, or this position may be fully remote. As the Textron SMTL Director, you will partner with Program Element and Segment Executives, Global Supply Chain, Mission Assurance, and lead a cross-functional technical team managing major supplier efforts by providing Program Management leadership, team leadership, and direction in support of multi-million-dollar projects. Responsibilities

Manage Textron cost, schedule, and technical performance; assist in planning and controlling subcontract scope and performance. Support and monitor technical performance baselines, compare key subcontract technical performance measures, assess execution status, and take action to maintain conformance with the baseline. Communicate, monitor, and resolve issues across all functional elements within the SMT, including the supplier. Organize and manage stakeholder communications to ensure subcontract information is defined, collected, shared, understood, stored, and retrieved to meet subcontract and stakeholder needs while protecting the company’s contractual rights. Plan, establish, monitor, and control subcontractor scope to ensure only required work is performed; analyze changes to balance technical, cost, schedule, and quality, developing alternatives as needed. Adhere to subcontract scope and manage changes through board processes. Address subcontract uncertainties with a forward-looking approach, identifying risks and opportunities and communicating them throughout the subcontract lifecycle. Oversee financial control and maintenance of budgets, including Earned Value Management Metrics and IPMDAR evaluation; review leading/lagging metrics and their application to performance management. Prepare executive-level briefings and develop tools to monitor project progress, intervene when needed, and solve problems with element leads, management, and customers. Interpret supplier schedules to understand impacts on program milestones. Lead development and review of Supplier Statements of Work (SSOWs) and maintain Requests for Proposals (RFPs); evaluate supplier proposals, BOEs, and overall proposal quality. Cultivate subcontractor relationships to develop opportunities within the program. Identify, allocate, and manage program resources, including workforce planning within the Textron SMT cross-functional team. Bachelor’s Degree and 10 years’ experience supporting U.S. Government contracts, program management, supply chain management, proposals, or procurement. Active Secret clearance and ability to obtain and maintain SAP. 5 years of experience leading tasks on schedule, cost, and requirements as program lead, integrated program team, or cost account manager (CAM). 5 years of experience leading teams to achieve goals, with mentorship as a priority. 5 years of experience with Global Supply Chain (GSC), supplier management and supplier quality; ability to manage subcontract and supply chain elements to support program goals and company strategy. 5 years of experience with EVMS/IMS, baselining, and EACs to plan, cost, acquire, schedule, and allocate resources. Experience with capture execution (customer funding, budgeting, RFIs/RFPs, proposals, source selection). Nice-to-Have Qualifications

Experience recognizing and responding to program needs to develop additional sales and support objectives. Experience coordinating program interdependencies across the lifecycle to achieve successful completion. Experience defining proposal strategy, leading proposal teams, shaping RFPs, and delivering winning proposals. Experience planning and executing a project quality management system emphasizing prevention and continuous improvement. Experience defining and managing requirements throughout the program lifecycle. Experience addressing program uncertainty with proactive risk handling and communication throughout the lifecycle. Ability to define and control scope to ensure all required work is performed. Experience applying a technical performance baseline to monitor and compare key program metrics and maintain conformance. Active Top Secret clearance and ability to obtain and maintain SAP. Primary Level Salary Range: $187,700.00 - $296,300.00 per year. This range is a guideline and actual offers consider scope, responsibilities, candidate experience, education, skills, and market conditions. Depending on the position, overtime, shift differential, and discretionary bonuses may apply. Some roles may include long-term incentives.
