Contract Administrator - WMATA Company
PACO Group, Inc. is a leading CM/PM (Construction Management / Project Management) firm supporting major public infrastructure programs nationwide. We partner with transit owners to deliver well-scoped procurements, manage change effectively, and resolve claims efficiently. For this engagement, PACO Group, Inc. supports WMATA Design & Construction (DECO). Key Responsibilities
Identify appropriate contracting methods; develop procurement plans and milestone schedules. Draft complete, biddable solicitations (IFB/RFP) and supporting contract/task order documents. Solicit bids/proposals; lead pre-qualification and pre-bid meetings; manage addenda. Develop selection criteria; coordinate evaluations and executive concurrence for awards. Prepare award documentation; coordinate bonds, insurance, and required submittals. Evaluate claims and change proposals; determine merit and develop WMATA negotiating positions. Support negotiations; prepare final modification packages and fair-and-final positions. Close contracts/task orders and ensure adherence to WMATA PPM and Policy Instructions (PIs). Qualifications & Skills
Bachelor’s degree in Engineering, Construction Management, or similar. 10–15 years in construction contract administration with CCOs/claims; 5–10 years in transit. PMP certification preferred; ability to pass a government background check. Familiarity with FTA procurement regulations, Buy America, and the Brooks Act preferred. Demonstrate mastery of end-to-end procurement development for large, complex projects. Analyze entitlement, cost, and schedule impacts for changes/claims with clear, defensible logic. Communicate crisply—write concise SOWs, selection criteria, and award/negotiation memoranda. Navigate government environments and stakeholder reviews—drive timely concurrence. Maintain rigorous document control and QA in Procore and Microsoft 365. Software / Tools
