Grey Street Consulting, LLC (Grey Street), a leading small business provider of Human Capital operational support services to Federal civilian and defense agencies, is seeking to hire a Human Resources Assistant (PAR) to support our perspective client within the Drug Enforcement Administration.
DEA is located in Arlington, VA and this position will be performed on-site five days a week.
Essential Duties and Responsibilities
The Contractor shall provide support for the full range of Personnel Processing Actions (PAR) that affect all areas of employment for an employee. PAR actions include separations, promotions, reclassifications, compensation, and changes to employee organizational assignments and data.
Services shall include but are not limited to: Provide subject matter expertise (SME) and technical support to staff in resolving difficult and controversial problems including determining applicable precedents, laws, or regulations, identifying the most effective approach and technique to validate the correctness and propriety of the actions taken; Research and interpret guidelines, regulations, and directives and provide guidance on regulatory and legal requirements related to complex cases; Prepare information and materials for dissemination to employees, managers, and HR Specialists through ad hoc meetings, email, recurring functional staff meetings, training sessions, etc.; Monitor NFC accuracy through source documents, e.g., reports, payroll rejects reports, Payroll System Advisory Notices (SAN); Administer processes related to pay, premium pay, awards, leave, injury compensation, hours of work, Thrift Savings Plan (TSP), etc.; Conduct payroll processing and execute settlement/back pay and complex pay issues; Research, analyze and advise DEA on new and changing guidelines, regulations, and directives and develop summary guidance on new or emerging trends, precedent decisions, or case law; Advise DEA managers on standard automated payroll systems requirements; Monitor daily personnel processing actions and verify the accuracy of processing work performed by HR Assistants; Provide technical assistance to end users on HR automated systems' procedures and applicants; Respond to customer inquiries via email or phone; Develop spreadsheets, workflow and tracking tools; Vet and validate a wide range of claims requests (e.g. unemployment); Process a variety of federal personnel actions, to include but not limited to using the DEA SF-52 system electronic system for personnel) in compliance with DOJ, DEA, OPM and NFC rules and procedures; Process personnel actions and data (e.g., Nature of Action codes, Legal Authority, Required Remarks, Appointment Type, Veterans Preference, employee name, social security number, date of birth, position title, duty location, grade, step, salary and locality pay, etc.) are accurately entered and processed; Process personnel and payroll transactions in Nation Finance Center (NFC) Entry Processing Inquiry Corrections System (EPIC) application in compliance with DOJ, DEA, OPM, Internal Revenue Service (IRS) and NFC rules and procedures; Process award actions for personnel (e.g., performance cash award, time off award). Process master file changes and multi-element changes in NFC EPIC; Validate personnel/payroll entry in NFC systems and databases including EPIC, Information Returns Intake System (IRIS), Payroll/Personnel Inquiry System (PINQ), Special Payroll Processing System (SPPS), and Reporting Center; Resolve personnel/payroll transaction errors that originate after transactions go through NFC editing processes; Generate and distribute reports on DEA rosters, DEA personnel/payroll transactions and personnel/payroll data discrepancies; Process citizenship data and I-9 Forms in the E-Verify system in compliance with OPM, DOJ, and DEA rules and procedures; Calculate service computation dates (SCD's) in the FHR Navigator or system specified by DEA; Assist DEA employees with accessing NFC Employee Personal Page and Electronic Official Personnel Folder (eOPF). Scan and upload documents into eOPF; Review and prepare Official Personnel Folder (OPF)/eOPF files for shipping and/or purging in keeping with National Archives and Records Administration (NARA) guidelines; Scan and upload documents into only secure DEA shared drives, when and as directed; Prepare separation packages for employees leaving DEA for other federal agencies; Research and apply current Federal Employee Health Benefits (FEHB) regulations, procedures, and updates; review health benefits forms to check for completeness and compliance with all current federal regulations, when and as needed, contact health benefits carriers to coordinate new FEHB enrollments, and resolve requested changes in FEHB enrollments; Process benefit documents - Federal Employee Group Life Insurance (FEGLI), FEHB and TSP; Process Open Season requests (i.e., life, health, long term care, disability insurance) and Temporary Continuation of Coverage (TCC) requests; Review and apply accurate federal pay setting calculations; Analyze records for prior service and military credit for leave credit and pay setting calculations; Process payroll documents - residence address, taxes (federal, state, county and city), direct deposit (net pay, allotment); Contact third party benefit vendors (Federal Employees Dental and Vision Insurance Program (FEDVIP), Federal Flexible Spending Account Program (FSAFEDS) and Special Agent Medical Benefits Association (SAMBA) to facilitate new employee enrollments and transfers; Complete service requests for manual payroll actions (tax refunds, TSP deductions, FEHB premium refunds/bills, revalidations older than 25 pay periods, failed revalidations) required by personnel/payroll transactions; Advise programs on forms needed for successful new employee onboarding including reaching out if forms are missing, present material (forms, videos) to new DEA employees; Making appointments for new and existing DEA employees to receive a Personal Identity Verification (PIV) card. Request OPF's; Front End Systems Interface (FESI) uploads (mass personnel action uploads); Provide clerical support and perform other duties, as assigned (e.g., accepting and distribute taskings received via telephone or email).
Requirements
Job Requirements and Experience Associate's degree in human resources or related field. Four years of experience in Human Resources or related staffing and hiring activities. Basic knowledge of employment laws, proficiency in HR software, and attention to detail.
ADA Requirements Operate a PC and phone in an office environment. Work in a primarily sedentary position. Perform some bending, light lifting, and carrying of equipment may be required. Any additional office equipment that is required by the position.
