Description The National Security Sector, Decision Advantage Solutions Business Area of Leidos is looking for a Senior Subcontracts Manager to enhance our program and proposal support. In this key role, you will spearhead comprehensive subcontract management activities for multiple Federal Intel & Defense programs. We are searching for a proactive self-starter who thrives in dynamic environments and can excel both independently and as part of a team. With limited supervision, you will handle the entire procurement cycle, which includes but is not limited to: negotiating non-disclosure agreements (NDAs) and teaming agreements, preparing solicitation packages for subcontractors, evaluating proposals, conducting price analyses, negotiating terms and conditions, administering subcontracts, resolving issues, and managing closeout activities. Your work will primarily support federal programs, along with some commercial and state/local programs. This position allows for up to 100% telework. Primary Responsibilities Negotiate NDAs and Teaming Agreements. Develop moderate to complex RFP solicitations in compliance with Government and Leidos requirements. Evaluate supplier proposal responses. Conduct price and cost analyses. Negotiate pricing and terms/conditions with subcontractors. Administer subcontract agreements of varying complexity. Identify and resolve moderate issues on assigned subcontracts and provide recommendations to management. Handle subcontract close-out procedures. Analyze risks and implement effective mitigation strategies. Act as the primary liaison between subcontractors and supported programs for all subcontract-related matters. Engage regularly with program management, contracts, project control, finance, business development, and customers as necessary. Demonstrate strong interpersonal skills for effective communication with subcontractor management regarding various issues and problem-solving toward resolution. Basic Qualifications BA degree with 4 - 6 years of relevant experience or a Master’s degree with 2 - 6 years of relevant experience. U.S. Citizenship is required. Exceptional organizational, written, and verbal communication skills. Experience negotiating terms and conditions. Proven track record of managing various subcontract types and effectively interfacing with internal customers and suppliers. Active TS/SCI clearance with CI Poly. Basic knowledge of FAR and DFAR regulations. Proficiency in Microsoft Suite (Office, Excel, Word). Ability to work independently, prioritize tasks, and meet deadlines with minimal oversight. Strong attention to detail, problem-solving capabilities, and time management skills. Preferred Qualifications Experience with Special Access Required customer programs. Experience with agreements related to various facilities management and other base support services. Familiarity with automated purchasing systems (preferably Ivalua, CostPoint, or Deltek).
