Purpose of Position
The Utility Billing Customer Service Representative I provides support and assistance with the processing and maintenance of utility and other fee payments, as well as record-keeping, in the day-to-day operations of the utility billing division. The position is a front-line primary contact for customer service, utility billing, and fee payment transactions, involving the collection and processing of utility and other payments with accuracy and promptness. The position provides support in resolving customer inquiries and billing discrepancies.

The position is a front-line primary contact for customer service, utility billing, and fee payment transactions, involving the collection and processing of utility and other payments with accuracy and in a timely manner. The position provides support in resolving customer inquiries and billing discrepancies.
Essential Job Functions Utility Billing Customer Service Functions
Provide support to customer service operations and provide front-line cashiering/clerk services as needed. Assist customers daily, either in person, over the internet, or by telephone. Explain city policies and procedures related to utility services and billing procedures to customers; address customer complaints or requests; receive and verify data about customer accounts. Collect payments, fees, and other charges from customers and post them to the corresponding accounts. Balance daily receipts; maintenance of service records; establish and maintain new customer accounts, documents, and filing systems for utility accounts; Perform other clerical duties as needed to include, but not be limited to, answering the telephone, preparing reports/correspondence, computer data entry, copying and filing documents, faxing, processing mail payments, etc. Operate a variety of office equipment such as a computer, printer, fax machine, calculator, postage machine, telephone, etc. Interacts and communicates with various groups of people and individuals, including Department Directors, supervisors, other City employees, and the general public.
Utility Billing Operations Functions
Maintain proficiency in and provide support as needed to monitor the timely entry of meter reading data to the utility billing system and maintain and prepare meter reading devices. Maintain proficiency and provide support as needed to administer the utility billing process, including generating bills, editing and verifying billing data, updating journals and other record systems for each cycle, compiling, inputting, and analyzing data for billing activities, and implementing account adjustments as necessary.
Knowledge, Skills, and Abilities
Requires a high school diploma from an acceptable accredited high school or GED, supplemented by 1-3 years of front line customer service representative experience, or an Associate Degree in Accounting/Office Management or a related field, or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities to be successful in the position. Maintain proficiency by attending conferences and meetings, reviewing reports, reading professional journals, and meeting with others in the area served. Maintain work areas in a clean, safe, and orderly manner. Possess and maintain a valid South Carolina driver's License Operates within all established routine working, personnel, ethical, and safety guidelines, rules, and regulations.
Knowledge of: Pertinent federal, state, and local codes, laws, and regulations related to utility billing operations. Office procedures, accounting methods, and equipment, including computers. Practical methods and techniques for providing customer service. Basic accounting and financial management procedures. Policies and procedures related to utility services, customer accounts, and billing processes. Basic office environment risk management and safety policies. Skill in:

While performing the duties of this position, the employee is frequently required to stand, communicate, reach, and manipulate objects, tools, or controls. The position requires mobility. Duties involve moving materials weighing up to 15 pounds and infrequently weighing up to 45 pounds. The employee is exposed to computer screens and may be required to sit and/or stand for prolonged periods, work closely with others, possess finger and manual dexterity, and communicate verbally with customers for extended periods.
Working Conditions
Working conditions include typical office settings and those associated with providing customer service at a customer service counter.
Supervision Received
Reports to the utility Billing Division Manager of the Department of Administrative Services. Works closely with other city personnel, including the Director of Administrative Services, to meet the expectations and requirements of the position.
