Key Responsibilities: • Develop, maintain, and enhance client legacy mainframe applications, including: o Arrest & Disposition Reporting (ADR) o Ident/Index (I/I) • Support the CCH system migration initiative by reviewing legacy mainframe code with Business Analysts to develop functional business requirements for migration planning and implementation. • Utilize tools and technologies including: o COBOL, CICS, JCL, DB2, IMS, VSAM, TSO o Xpeditor, File-AID, QMF, TSO/ISPF o MQ Series for messaging and integration • Collaborate with Business Analysts, QA staff, and Project Managers to translate business needs into technical specifications. • Resolve application issues by analyzing and debugging code and working within established SLAs to close Help Desk tickets efficiently. • Provide 24/7 on-call production support for mission-critical systems year-round. • Evaluate performance issues and recommend system improvements. • Maintain and follow established Quality Management and Configuration Management processes. • Shadow team members to provide redundancy and ensure continuous support coverage. • Prepare, update, and maintain technical documentation, including system design, workflows, and implementation guides. • Attend internal and vendor meetings to assist with project planning, requirements gathering, and implementation strategies. • Deliver regular project updates and status reports to agency stakeholders and leadership. • Provide mentoring, technical assistance, and troubleshooting guidance to other IT personnel and business users.

Required Qualifications: • 10+ years of hands-on mainframe development experience using: o COBOL, CICS, JCL, DB2, IMS, VSAM, TSO • Proficiency in mainframe debugging and development tools: o Xpeditor, File-Aid, QMF, ISPF • Experience integrating systems using MQ Series • Deep understanding of criminal history lifecycle and related systems preferred • Proven ability to work in high-pressure environments supporting 24/7 mission-critical applications • Demonstrated experience with requirements analysis, software development, testing, and production support in government or regulatory settings • Excellent technical documentation, communication, and stakeholder engagement skills • Strong multitasking and time-management abilities, capable of handling multiple complex projects simultaneously

Preferred Qualifications: • Experience supporting criminal justice systems in a state or federal agency environment • Familiarity with new CCH platforms and modernization strategies • Knowledge of interface points between mainframe systems and web-based or cloud platforms • Experience working in Agile and/or Waterfall environments
