JOB TITLE: Project Manager JOB LOCATION: Quincy MA WAGE RANGE*: $75-$80 JOB NUMBER: ITS77-EHS-FY26-PROMAN- 014 -FINANCE REQUIRED EXPERIENCE:Three (3) years of experience in budgeting, forecasting, and financial :reporting, preferably in government. Three (3) years of experience with Commonwealth budgeting, accounting systems and processes. Advanced knowledge of Microsoft Excel required, knowledge of SharePoint and Jira a plus. Strong analytical skills, problem solving aptitude, financial acumen and attention to detail. Strong project management and organizational skills. Strong initiative and ability to manage multiple projects as well as strong follow through skills. Must be able to work well with others in an environment where deliverables are potentially dependent on the output of others. Demonstrated ability to understand and negotiate the needs and expectations of multiple stakeholders. Excellent communication skills. Ability to multi-task and flexibly adjust to changing priorities in a fast-paced environment. JOB DESCRIPTION The Executive Office of Health and Human Services (EOHHS) is seeking an experienced Finance Project Manager (FPM) to plan, organize and oversee finance and budget activities of IT-related procurement/contracting projects across MassHealth-IT, in support of the Massachusetts Health Insurance Exchange (MA HIX) program. The MA HIX system supports MassHealth in its mission to provide health care coverage for Massachusetts residents. The Finance Project Manager (FPM) will bring expertise in project management, business operations and financial oversight and ensure the Program remains compliant with all applicable EOHHS and EOTSS priorities, policies and requirements. The primary work location for this role will be 100 Hancock Street, Quincy MA 02171. The work schedule for this position is Monday – Friday, 9:00 AM – 5:00 PM, with flexibility available and based on operational needs. This position is expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. The Massachusetts Health Insurance Exchange (MA HIX) is the health insurance marketplace for Massachusetts serving both MassHealth (Medicaid) and the Health Connector. It allows individuals to determine their eligibility for, shop for and enroll in subsidized or non-subsidized insurance with a side-by-side comparison of plans. DETAILED LIST OF JOB DUTIES AND RESPONSIBILITIES: Combines project management, business, and financial expertise to coordinate, manage, and monitor financerelated activities at the Program level to ensure program compliance with EOHHS and EOTSS priorities and requirements . Serve as primary liaison between the HIX Program Team and the EOHHS Administration and Finance unit. Attend and actively participate in program finance-related meetings, including but not limited to Program operations, change management, release management, and other meetings as required. Provide expertise and input for the development of finance-related contract and procurement requirements. Monitor cost allocations of past, ongoing, and proposed activities. Collaborate with Program staff to analyze the financial impacts of proposed operations and DDI activities. Conduct ongoing analyses and forecasts of the Program's performance against budget, financial and operational goals. Develop template for financial reporting and produce monthly and ad hoc reports for senior leadership. Serve as primary liaison with EOHHS Administration and Finance on development of annual budget and funding. requests, and for program expenditure requests. Respond to ad hoc inquiries and requests for information from internal EOHHS, MassHealth and CCA stakeholders. Propose and, if approved, initiate process improvements and recommendations. Promote use of industry best practices.
