Job Description
The Senior Business Data Analyst will serve as a critical liaison between business stakeholders and technical teams, ensuring that system enhancements and new solutions align with organizational objectives. This role will analyze existing business processes, data flows, and pain points to develop clear and actionable business requirements. The analyst will be responsible for writing Epics, User Stories, and acceptance criteria to effectively translate complex needs into deliverables for development and quality assurance teams. The position requires strong analytical, documentation, and facilitation skills, with the ability to present findings and solutions to diverse technical and non-technical audiences. This role supports the Texas Health and Human Services Commission in advancing integrated eligibility and data management systems.



Responsibilities
• Analyze business objectives, processes, and systems to identify problems, gaps, and opportunities for improvement.
• Conduct cost/benefit analysis and evaluate alternative solutions to support decision-making.
• Document current state workflows, data flows, and system functionalities.
• Develop Epics, User Stories, and acceptance criteria to capture both functional and non-functional requirements.
• Collaborate with business stakeholders, product owners, and IT teams to ensure alignment of solutions with business needs.
• Prepare and maintain data-related documentation including data dictionaries, mapping specifications, and business requirement documents.
• Create and present visual data models and dashboards to communicate trends, performance, and project progress.
• Lead and facilitate workshops, interviews, and meetings to gather requirements and resolve data-related issues.
• Partner with development and quality assurance teams to ensure requirements are understood and implemented accurately.
• Provide subject matter expertise in eligibility systems and data processes to support enhancements and modernization initiatives.



Requirements

Minimum Qualifications
• 10 years of experience as a business data analyst in the IT industry with strong analytical and documentation skills.
• 10 years of experience collaborating with technical and non-technical teams to analyze complex, data-driven business problems.
• 10 years of experience designing and optimizing data workflows and management processes using modeling or mapping tools.
• 10 years of experience writing Epics and User Stories with acceptance criteria.
• 8 years of experience creating and maintaining data-related documentation including data dictionaries and mapping specifications.
• 8 years of experience designing and presenting visual data models and dashboards.
• 8 years of experience leading data-focused meetings and documenting outcomes to resolve data-related issues.



Preferred Qualifications
• Bachelor's degree in Data Science, Computer Science, Information Systems, Business Analytics, or related field (or equivalent experience).
• 4 years of experience managing multiple data projects or assignments concurrently.
• 3 years of experience with eligibility rules for SNAP, Medicaid, and TANF programs.
• 3 years of experience applying policy within an integrated eligibility case management system.



Additional Requirements
• Must already reside within a 50-mile radius of Austin, Texas (relocation not permitted).
• Must comply with HHSC rules for work location and scheduling, including potential after-hours or weekend work as requested.



Work Location and Schedule
• Location: 4601 W Guadalupe St, Austin, TX 78751
• Schedule: Monday through Friday, 8:00 AM to 5:00 PM (excluding state holidays); occasional evenings/weekends as needed.
• Work Arrangement: Hybrid - 3 days onsite (Mon, Tues, Thurs), 2 days remote.
