Human Resources Manager (Remote – Must be in CA)

We are seeking a Human Resources (HR) Manager for our client to lead and oversee all HR functions, practices, and processes. This role is designed to transition into an HR Director position. While the position is remote, must be based in California and be able to travel to San Diego when needed.

Whether serving unhoused populations or individuals recently discharged from hospitals, their team delivers care in homes, communities, and transitional settings. The organization is in growth mode and focuses on value-based care programs, including Enhanced Care Management and other state-aligned support models.

About the Role

Our client is seeking a proactive and hands-on HR Manager to become the organization's first dedicated human resources professional. This role is perfect for someone looking to step into HR leadership while still being deeply involved in tactical, day-to-day HR operations.

The ideal candidate will have a strong HR generalist background, solid knowledge of California and federal labor laws, and experience wearing multiple hats in a growing organization. This is a build-it-from-scratch opportunity.

Key Responsibilities

  • Lead all recruitment and hiring efforts, initially partnering with clinical staffing agencies, then transitioning to manage in-house hiring across the organization.
  • Develop and implement employee onboarding programs that enhance engagement and retention.
  • Serve as a point of contact for employee relations matters, offering coaching, support, and conflict resolution.
  • Act as a liaison between employees and the organization’s PEO, particularly around benefits, FMLA, and leave of absence requests.
  • Drive employee engagement initiatives to promote a positive and inclusive workplace culture.
  • Oversee policy development, including updating and maintaining the employee handbook for compliance and clarity.
  • Provide high-level oversight of payroll operations (no direct processing required).
  • Assist leadership in building out scalable HR infrastructure and systems, including the implementation of a new HRIS platform.
  • Support benefits administration, open enrollment, and vendor management in coordination with the PEO and internal teams.
  • Stay informed of evolving labor laws and HR best practices, ensuring organizational compliance.
  • Contribute to diversity, equity, and inclusion efforts across the company.
  • Serve as a trusted advisor to leadership as the company scales its HR team and capabilities.

What We're Looking For

Must-Haves:

  • Bachelor’s degree in Human Resources, Business Administration, or a related field
  • 5+ years of HR Generalist or HR Business Partner experience
  • Solid knowledge of California and federal employment laws
  • Comfortable operating in a tactical, hands-on HR role
  • Tech-savvy, with experience using or implementing HRIS platforms (ADP or similar)
  • Familiarity with G Suite (Google Workspace); experience with tools like RingCentral a plus
  • Eager to grow into a leadership role and help build an HR department from the ground up
  • Strong interpersonal and communication skills
  • Must reside in or near the San Diego area

Nice-to-Haves:

  • Master’s degree in HR or related field
  • SHRM-SCP or SPHR certification (or willingness to obtain within 12 months)
  • Experience working with PEOs or in high-growth/startup-like environments
  • Background in healthcare or care management industries
