Opportunity Overview: CORTEK seeks a highly skilled Manpower Senior Analyst to support the Army's Equipping and Execution (EE) Program Evaluation Group (PEG). This Key Personnel role involves conducting in-depth analysis of civilian manpower data, cost assessments, and readiness trends across Army portfolios. The ideal candidate will have strong analytical skills, experience with Army fiscal systems, and the ability to produce high-quality reports and briefings for senior leadership.
Duties/Responsibilities
- Analyze civilian authorizations, requirements, and Full Time Equivalents (FTEs)
- Conduct cost assessments by command, MDEP, APE, APPN, and ROC
- Review Command Initiated Change Packages (CICPs) for accuracy and affordability
- Draft and coordinate EE PEG Manpower Review documentation and taskings
- Support manpower reviews, prepare executive summaries, and track due outs
- Conduct resource analysis by portfolio and funding level across POM and SPAR cycles
- Extract and analyze data from Army systems (e.g., cPROBE, AE2S-M, FMS WEB)
- Perform quality control of portfolio reviews and briefing materials
- Recommend improvements to funding justifications and presentation formats
Required Qualifications
- Bachelor's degree or higher in Business or Engineering
- Minimum of 4 years of experience in Force Development or related duties
- Experience at senior Army levels such as HQDA, MACOMs, or Army Service Component Commands
- Proficiency in Microsoft Office Suite, especially Excel (pivot tables, charts, formulas, presentations)
Preferred Skills & Expertise
- Knowledge of:
- Planning, Programming, Budgeting, and Execution (PPBE)
- DoD acquisition processes (DoDI 5000.2)
- JCIDS and Army force structure requirements
- Experience applying force development across DOTMLPF-P domains
- Proficiency in Microsoft Office Suite (Outlook, Excel, Word, PowerPoint)
