IOOV Housing Project

provides safe, supportive, and affirming housing for + individuals and families experiencing homelessness or housing instability. All services are delivered using a

housing-first, trauma-informed, and harm-reduction approach . Position Summary

The

Housing Program Director

is responsible for overseeing the day-to-day operations of IOOV’s Housing Project, including program management, fiscal oversight, grant compliance, and staff supervision. The ideal candidate will bring strong experience in supportive housing and housing-first strategies, expertise in grant and budget management, and a leadership style grounded in equity, compassion, and accountability. This is a

hands-on leadership role

with significant impact—ensuring clients not only access safe, stable housing but also thrive in a supportive community environment. Key Responsibilities

Program Leadership & Oversight

Direct housing program operations using a housing-first, harm-reduction, and trauma-informed framework.

Develop and monitor annual work plans, budgets, and program performance goals.

Review client files and documentation to ensure quality of care and compliance with confidentiality laws.

Conduct annual reviews and updates of housing program policies and procedures.

Staff Supervision & Development

Supervise, train, and evaluate program staff.

Establish SMART goals for staff and monitor progress.

Provide coaching and professional development to strengthen capacity.

Grant Management & Reporting

Manage supportive housing grants, ensuring fiscal accountability, compliance, and effective implementation.

Prepare accurate narrative and data reports for funders, agency leadership, and stakeholders.

Analyze program data to track progress, identify barriers, and improve service delivery.

Community Partnerships & Collaboration

Serve as agency liaison to Albany’s HUD Continuum of Care (CoC), representing IOOV in meetings and subcommittees.

Ensure compliance with HUD requirements and reporting standards.

Partner with community organizations to connect clients to wraparound supports.

Coordinate conflict resolution and tenant grievance processes.

Operations & Facilities

Collaborate with the Building Manager to ensure safe and efficient building operations.

Oversee timely completion of maintenance and repairs.

Provide on-call assistance on a rotating schedule.

Other Duties

Participate in agency-wide initiatives, leadership meetings, and special projects as assigned.

Qualifications

Required Bachelor’s degree in Health, Human Services, or related field (or equivalent professional experience).

At least 2 years of management and supervisory experience in supportive housing using harm-reduction and trauma-informed approaches.

Minimum 2 years of experience managing housing-related grants, including fiscal management, budgeting, and reporting.

Strong communication and interpersonal skills; ability to engage effectively with diverse communities.

Proven ability to establish SMART goals and improve program outcomes.

Strong organizational and time management skills with the ability to handle multiple priorities.

Valid, unrestricted driver’s license, proof of insurance, and reliable transportation.

Knowledge of HUD regulations, local housing programs, and Continuum of Care systems.

Experience in conflict resolution, mediation, or tenant advocacy.

Bilingual (Spanish/English).
