ABOUT THE DEPARTMENT:
The mission of the Department of Finance (DOF) is to instill the public's trust and ensure the financial integrity of the County of Marin by safeguarding the County's funds and promoting the prudent utilization of resources.
The DOF maintains the accounts of County government, the County’s school districts, and many of the special districts within Marin County. The Department of Finance also administers the County’s major financial, budgetary, payroll, fixed asset, tax apportionment and revenue collection systems.
There is currently one (1) Payroll Manager position.
This position is located on-site reporting to the Marin County Civic Center building in San Rafael, CA. Under the general direction of the Accounting and Payroll Division Chief, the Payroll Manager manages the staff and operations of the County’s centralized payroll systems; designs and implements payroll policies and procedures for County departments; works with County Information Systems & Technology and Human Resources staff, and the County’s HR Payroll System provider on implementation of compensation and policy changes, updates and modifications; analyzes output for accuracy and compliance with federal and state laws and memorandums of understanding.
In addition, they participate in labor negotiations. The Payroll Manager takes an active role in performance management, coaching and staff/team development. Our Highly Qualified Candidate:
The ideal candidate has proven experience overseeing the processing of a high-volume payroll operation. Additionally, they have exceptional communication skills, has familiarity with collective bargaining environments with varying payroll and benefit elements, and has proven experience in a supervisorial role. The ideal candidate demonstrates a sound understanding of payroll and financial policies and governmental payroll procedures, including Federal, State, and County regulations. This individual is organized, dependable, and flexible; customer-focused; a strategic/critical thinker who proactively recommends changes to policies, procedures and technology solutions; and also independently seeks opportunities for innovation and continuous improvement for the department; functions well in support of a team; and thrives working in a fast-paced, progressive organization. Knowledge of: Principles and practices related to the processing of payroll information and maintenance of payroll records. Thorough knowledge of applicable laws, rules, regulations and procedures. Principles and practices of employee supervision, including work planning and review and employee training. Governmental financial operations, systems, reporting and recordkeeping. Current and pending legislation related to assignment. Legal statutes, civil procedures, federal and state taxing regulations. Computer systems related to assignment. Memoranda of Understanding and agreements with unrepresented employees. Ability to: Evaluate, develop and install complex payroll systems and procedures. Investigate and correct difficult and complex payroll problems. Develop effective policies and procedures to meet all payroll requirements. Interpret, explain and apply laws, regulations, ordinances, and regulations relating to payroll. Prepare comprehensive, clear, concise and complex reports, communications and other written materials. Plan, supervise and review the work of a small technical support staff. Supervise the maintenance of and maintain accurate records and files. Represent the department effectively in meetings, including making effective presentations to and facilitating groups. Establish and maintain effective working relationships of those interacted with in the course of the work, including County officials and managers, employee representatives, representatives of other governmental agencies, employees and the public. Minimum Qualifications and Certifications & Licenses: An eight-year combination of relevant coursework and professional experience. A typical way of achieving these requirements would be graduation from an accredited college or university with major course work in accounting, finance, economics, business administration, public administration or a closely related field and four years of increasingly responsible professional payroll experience, at least one year of which must have included supervisory experience. Experience in a governmental agency, working with government clients, or in a unionized environment is highly desirable. Certificates and Licenses:
