Description Applications are being accepted for a full-time Code Compliance Supervisor to plan, implement, coordinate, direct, and supervise the activities of the Code Compliance Team within the of the This position oversees the day-to-day activities of the Code Compliance Team responsible for addressing a variety of code violations which have an impact on public health, personal safety, property values, and overall welfare and quality of life for the Gaithersburg community. The position reports to the Neighborhood Services Division Manager and supervises four full-time Code Administration Officers. Must have advanced technical knowledge and operational expertise in code compliance programs, practices, and methods applicable to a municipal setting and be able to quickly develop a working knowledge of City ordinances and codes to be successful in this position. The ideal candidate will be well-organized, innovative, and creative in approaches to problem-solving while demonstrating good judgment and will be an excellent communicator with outstanding people skills, as the position requires extensive contact with City staff, officials, residents and property owners, business owners, representatives of outside agencies, and the general public. Must be an engaging and accessible manager who leads by example, values professional development, embraces ideas and contributions from others, and coaches, mentors, and supports new and long-term staff to new goals and objectives. Fluency in English and Spanish is highly desirable. Starting salary for this position is negotiable within the anticipated target hiring range ($95,000 to $105,000) and will be offered at a level consistent with the experience and qualifications of the candidate. Job Functions What you will do with us: Oversee, direct, coordinate, manage, and participate in the work of the Code Compliance Team including inspections, case management, reporting, case resolution, and compliance. Interpret and enforce the provisions of applicable federal, state, and local codes. Lead/manage activities and supervise the work of Code Compliance Team personnel; plan, organize, and assign work activities, projects, and programs; provide instruction and answer questions; coordinate the scheduling and completing of work by determining operational priorities, resolving workload problems, and ensuring effective utilization of available resources; recognize and mentor talent; evaluate performance; encourage/support training and development opportunities; participate in selection, hiring, and training of new staff. Provide guidance regarding compliance activities, site investigations, scheduling, code interpretation, and policies and procedures; champion collaboration, team building, and the values of the organization through example and accountability. Receive/answer questions/complaints from the public; ensure that all complaints received are prioritized, assigned, and investigated within adequate response times. Respond to and determine best course of action to resolve more complex or sensitive compliance cases; initiate problem resolution. Perform the full range of Code Administration Officer duties as needed; participate in field activities and investigations; may issue citations and collect/prepare/submit evidentiary documentation and case materials; may testify in court regarding compliance issues. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures and make recommendations for improvement. Participate in development and administration of Division budget; monitor revenue and expenditures and implement adjustments as needed. Provide code related information to community/neighborhood associations; give presentations on code compliance; prepare and distribute educational materials. Oversee and ensure timely responses to zoning verification requests (VZOs) received from the Department of Planning & Code Administration, delegating as appropriate. Manage or delegate the processing of City noise waiver requests and timely issuance of permits. Lead coordination of quarterly Council in the Communities program in partnership with the City Clerk's Office and Division Manager; schedule events, reserve facilities, prepare materials, and ensure residents are notified. Assume the duties and responsibilities of the Neighborhood Services Division Manager as needed/assigned. Provide outstanding service, pursue continuous improvement, and exceed expectations. Qualifications What you will need to be considered:
Relevant associate's degree with major course work in public administration, business administration, planning, public policy, law enforcement, or closely related field. At least five (5) years of relevant code enforcement/compliance experience including at least one (1) year of experience functioning in a lead or supervisory capacity. An additional two (2) years of related experience as a code compliance inspector may substitute for the educational requirement; an additional two (2) years of closely related college level course work may substitute for two (2) years of required work experience. Driver's license valid in the State of Maryland and a safe driving record (required). International Code Council (ICC) Property Maintenance and Housing Code Inspector Certification or equivalent (required). International Code Council (ICC) Zoning Certification or equivalent (preferred). Strong and effective interpersonal, analytical, organizational, customer service, time/resource management, and written and verbal communication skills.
