Position Summary
RBCI is seeking a Program Manager to support the Program Executive Office (PEO) Soldier, Project Manager Soldier Medical Devices (PM SMD), Materiel Fielding and Medical Liaison Support Services. Project Manager Soldier Medical Devices (PM SMD) consists of the following: provides Medical Materiel Support to all Army components facilitating optimal healthcare and worldwide medical readiness through; the procurement, assembly, and distribution of Medical Equipment and Medical Materiel Sets, Kits, Outfits (SKOs), the disassembly of previously fielded medical materiel and equipment, the management of excess medical materiel, the provision of disposition instructions, the management of on-hand medical materiel inventory, and the provision of technical assistance for medical materiel sustainment operations including training on Army automated logistics systems. The work for this position shall be performed on-site.
As a detail-oriented, on-site Program Manager, this position is responsible leading the planning, coordination, and execution of medical equipment fielding programs across the U.S. Army supporting Program Executive Office (PEO) Soldier, Project Manager Soldier Medical Devices (PM SMD) Materiel Fielding and Medical Liaison Support Services. This role ensures timely delivery and operational readiness of advanced medical technologies to operational units.
Travel Requirements
Up to 50% annually, CONUS and OCONUS
Duties and Responsibilities
The essential and specific functions include but are not limited to the following:
Program Oversight & Leadership
Oversee and supervise all contractor staff assigned to the contract, including during transition periods.
Ensure efficient, accurate, timely, and compliant execution of all contract tasks.
Coordinate with the Contracting Officer's Representative (COR) to align task execution with contract requirements.
Ensure timely and accurate submission of invoices and deliverables.
Oversee and comply with all safety rules and regulations.
Planning & Performance Management
Develop and manage operational plans for program/project execution.
Conduct life-cycle management reviews and impact assessments.
Analyze program/project progress, identify and resolve issues, and report on resource usage.
Lead development and updates of policy and planning documents.
Integration & Coordination
Integrate all activities required to execute the contract effectively.
Manage issue identification, corrective actions, and subcontractor performance.
Ensure customer satisfaction and uphold professional and ethical standards.
Information & Systems Management
Integrate business practices and data standards into operational architecture.
Support automated logistics systems (e.g., TEWLS, LogiCole, AESIP, GCSS-A, LMI-DST, M3PT, etc.).
Provide system testing and support during fielding and sustainment operations.
Deliverables & Reporting
Prepare and submit:
Monthly Progress Reports (MPR)
Monthly Fielding Analysis Reports
Compliance & Risk Management
Ensure compliance with Federal, DoD, and Army regulations.
Manage organizational conflict of interest (OCI) mitigation.
Maintain security clearances and ensure staff training (HIPAA, OPSEC, ATCTS, etc.).
Prepare for and manage operations during emergencies or government shutdowns.
Communication & Representation
Represent PM SMD in administrative meetings and disseminate guidance.
Communicate effectively across all echelons and manage multiple priorities.
Ensure contractor personnel are properly identified and adhere to communication protocols.
Minimum Qualifications (Knowledge, Skills, and Abilities)
Minimum of 10 years in medical logistics, supply chain management, or a related field within the healthcare industry, including a minimum of 5 years in program management within DoD or federal contracting.
Must be able to travel up to 50% annually, CONUS and OCONUS.
Strong knowledge of healthcare supply chain operations and regulations (FAR and DFARS).
Excellent problem-solving skills and attention to detail through analyzing complex logistics and operational data to inform decisions.
Strong communication and negotiation skills.
Ability to lead cross-functional teams and coordinate with Gvoernment stakeholders.
Proficiency in Army logistics, supply chain, and inventory management software and logistics tracking tools.
Ability to work under pressure in a fast-paced healthcare environment, managing multiple concurrent tasks and prioritizing effectively.
Must be a U.S. and have the ability to obtain and maintain a security clearance.
