The Division of Engineering (DOE) provides key technical services including civil engineering, hydraulic engineering, geotechnical engineering, geology, structural engineering, architecture, environmental sciences, safety engineering, construction management and inspection, construction cost estimating, geomatics, and real estate acquisition and management. The Project Management Branch is responsible for the planning, leading, and organizing of the division's Project Management Coordination, Program Control, and Environmental Coordination sections. This includes providing program and project management services, budget and program control services, data governance and management, and project development and management services specific to environmental compliance.

Duties: Under the general direction of the Project Management Branch Manager (Principal Engineer, Water Resources), the Program Control Section (PCS) Manager will lead and supervise the PCS staff while overseeing the fiscal and program control operations for the Division of Engineering. This role is responsible for overseeing program budgets, data analytics and governance, conducting financial forecasting, and performing cost analysis to support informed decision-making. As the Business Owner of SAP Project Systems for the Division, the PCS Manager will ensure system functionality aligns with operational needs and provide related training and support. Additional responsibilities include serving as the program manager for DOE's Statewide Activities, Reimbursable Work Authority, and Overhead Budget. The PCS Manager will represent the Division in various data advisory groups, financial committees, meetings, and legislative processes, and will play a lead role in developing and implementing financial policies, data best practices, generating reports, and creating training resources to promote transparency and fiscal accountability.

The ideal candidate will have experience in finance, budgeting, and data management. Proficiency in SAP and PPM/RM, SharePoint, Tableau, Power BI, or similar business intelligence visualization and reporting tools is a bonus! The candidate must demonstrate strong leadership, communication, and analytical skills, as well as an understanding of state budget processes and financial reporting requirements. Success in this role requires organization and the ability to collaborate and communicate effectively, lead process improvements, and ensure the financial integrity of DOE and its projects and programs.
