Chimera Enterprises International is seeking a Chemical and Nuclear Surety Lead to support the Army Treaty Compliance and Surety Division (DAMO-SSD), Deputy Assistant Secretary of the Army for Environment Safety & Occupational Health (DASA(ESOH)), and U.S. Army Nuclear and Countering Weapons of Mass Destruction Agency (USANCA)
The ideal candidate will possess deep expertise in chemical and nuclear surety operations, coupled with substantial experience in engaging with key stakeholders within the Department of Defense (DoD). The Chemical and Nuclear Surety Lead will support DAMO-SSD by ensuring compliance with applicable U.S. laws and DoD directives concerning chemical and nuclear surety, providing guidance, participating in high-level meetings, and maintaining oversight of surety-related activities.
Mission : To ensure the safety, security, and accountability of chemical agents and special nuclear materials (SNM) within the Army. This role involves implementing surety programs and policies while collaborating with various Army and DoD stakeholders to oversee and support chemical and nuclear surety operations.
Clearance Level Required: SECRET
JOB DESCRIPTION AND RESPONSIBILITIES:
Provide continuous support to DAMO-SSD in managing chemical and nuclear surety guidance issues
Evaluate the impact of chemical and nuclear surety and accident and incident response on Army operations, plans, force structure, training, and resources
Manage and oversee compliance with surety guidance using database management systems and other analytical tools
Attend and participate in meetings, conferences, briefings, seminars, training courses, and guidance meetings
Support the Army Inspector General on surety-related inspections
Monitor available information sources for surety-related matters and provide regular updates and reports
Prepare and provide executive summaries (EXSUM), after-action reports (AAR), trip reports, significant activity reports (SIGACT), information memorandums, and information papers as required
Participate in and contribute to special studies and research related to surety issues as directed by the Government
Review, comment on, and contribute to chemical and nuclear surety-related U.S. government, DoD, and Army documents and publications
Knowledge, Skills, and Abilities:
Minimum of five (5) years of experience interacting with Service Staff, Joint Staff (JS), and Office of the Secretary of Defense (OSD) organizations
Extensive knowledge of chemical and nuclear surety operations, with experience in implementing and managing chemical and nuclear surety programs
Proven experience in planning, directing, and managing complex projects and operations with multiple points of contact
Excellent analytical skills and experience in policy development and strategic guidance formulation
Strong communication and interpersonal skills for effective liaison roles
Ability to draft, review, and update a variety of technical and policy documents
Familiarity with key organizations and interfaces, including Army Regulations (AR), DoD Directives (DoDD), and Department of Defense Instructions (DoDI) relevant to chemical and nuclear surety
Minimum Qualifications:
Education: Bachelor’s Degree in a recognized engineering, scientific, technical, management, or related discipline relevant to this PWS
Experience: 5 to 10 years in managing and overseeing chemical and nuclear surety programs and interacting with high-level DoD personnel
Clearance: SECRET
Location: Primarily on-site in the NCR, with occasional travel as required
