Primary Purpose: Responsible for effectively applying the principles and practices of health planning and clinic management to manage, direct, and coordinate the health service in a region of Dallas County or specialty care service line to achieve health center/clinic goals, organization objectives, and population management improvements. Minimum Specifications Bachelor's degree in public health, Business Administration, or a related field. Ten (10) years of experience. Equivalent Education and/or Experience: May have an equivalent experience to substitute for the education requirements. Skills Or Special Abilities Primary responsibilities include managing teams and collaborating with colleagues. Contributes to and/or establishes operational, functional, and/or business plans with short- to long-term impact on department and/or functional results. Responsible for coaching, leading, and mentoring emerging talent and developing the talent pipeline. Requires broad knowledge in leading and managing processes, projects, and tactics. Requires expert knowledge within a specific discipline; understands the impact of work on own and other departments within a function. Must be a critical thinker, able to logically evaluate all aspects of situations and problems, to arrive at optimal solutions. Influences others outside of their own department regarding policies, practices, and procedures and within the function. Must demonstrate knowledge and skill in resource skills, including budget and personnel practices. Must be able to demonstrate patient centered/ICARE values and behaviors. Communicates with parties within and outside of own department or function, including external customers or vendors. Communicates and conducts briefings with senior or executive leadership regarding ongoing operations and strategic initiatives. Communicates with elected officials and divisions of County Government within Parkland Health guidelines. Responsibilities Responsible for all administrative, business, and clinical operations for assigned health centers/clinics in the region or service line of responsibility. Participates in leadership planning to systematically review community/service line issues and interventions. Responsible for the health centers/clinic performance improvement program. Provides weekly, monthly, and annual reports to evaluate and demonstrate operational and clinical performance. Manage annual budgets, incorporating Parkland and department goals. Investigates, evaluate, and problem-solves operating issues that impact goals and objectives in their responsible departments. Participates in staff selection, assists with training, motivates, and provides input in staff evaluation. Monitors employee satisfaction, turnover, employee initiatives, participation in Quality Improvement, and other activities to ensure that the department and employee goals are obtained. Ensures the proper patient processing and billing functions are carried out effectively, efficiently, and in compliance with all regulatory and billing requirements. Evaluates practice productivity and provide recommendations for improvement. Oversees the Community Advisory Boards' activation, membership, and meeting content. Within the region of responsibility, attends Advisory Board meetings and participates in community activities designed to advance community health knowledge and achievement of population health outcomes. Other duties as assigned.
