Job Purpose
HumCap's client in the industrial manufacturing space is seeking a Human Resources Manager. The Human Resources Manager will be responsible for overseeing all HR functions within the manufacturing facility, such as ensuring compliance with federal and Texas state employment laws, supporting workforce development, and fostering a safe, productive, and positive work environment. This role partners closely with plant leadership to align HR initiatives with operational goals, focusing on talent management, employee relations, safety, and performance improvement.
Duties and Responsibilities
Employee Relations & Engagement
- Serve as the primary HR contact for employees and managers regarding workplace issues, performance concerns, and conflict resolution.
- Promote a positive and inclusive work culture that supports employee engagement, retention, and productivity.
- Conduct investigations into employee concerns, policy violations, or workplace incidents.
Talent Acquisition & Workforce Planning
- Manage the full recruitment cycle: interviewing, selection, onboarding / offboarding, and retention strategies for hourly and salaried employees.
- Collaborate with hiring managers to identify workforce needs and reduce turnover.
- Partner with local external recruitment firms for temporary labour resources as required to support the business.
- Build relationships with local schools, trade programs, and workforce agencies to strengthen pipelines for skilled labor.
- Generate and maintain HR reports and metrics (e.g., turnover, headcount, performance tracking) to support business decision-making.
Training & Development
- Coordinate and deliver employee training programs, including safety, compliance, leadership development, and technical skill training.
Compliance & Policy Administration
- Ensure compliance with federal (EEOC, FLSA, FMLA, OSHA) and Texas state labor laws.
- Draft, update, and implement policies, procedures, and the employee handbook in partnership with the leadership team.
- Maintain employee records in accordance with company and legal requirements.
Compensation & Benefits
- Partner with corporate HR on payroll, benefits, and compensation programs.
- Communicate benefits information to employees and support open enrollment.
- Conduct wage surveys to remain competitive within the Texas manufacturing labor market.
Health, Safety & Workers’ Compensation
- Work with the management team to reinforce a safe work environment and compliance with OSHA standards.
- Organize safety training and compliance briefings.
- Oversee workers’ compensation claims and return-to-work programs.
- Support employee wellness and injury-prevention initiatives.
Performance Management
- Guide supervisors in administering performance reviews, goal-setting, and corrective actions.
- Provide coaching to managers to strengthen leadership capabilities.
Qualifications
- Completion of a post-secondary program Human Resources, Business Administration, or related field.
- 5+ years of progressive HR experience, with at least 3 years in a manufacturing or industrial environment.
- Knowledge of federal and Texas employment laws and regulations.
- Experience in employee relations, investigations, and conflict resolution.
- Effective communication, leadership, and people skills.
- Proficiency in HRIS systems (preferably ADP Workforce Now) and Microsoft Office Suite.
- Professional certification (PHR, SPHR, SHRM-CP, SHRM-SCP) preferred.
- Fluency in English required; Spanish fluency is a plus.

Working Conditions
- Full-time, onsite role.
- Exposure to plant environment; requires ability to walk production floor and wear required PPE.
- Occasional travel may be required for training or corporate meetings.
