The Department of Social and Health Services (DSHS), Home and Community Services (HCS) division, is seeking a skilled Public Benefits Specialist 4 professional to join our team in either Thurston, Kitsap, Pierce, Grays Harbor, Clark or Clallam counties. This role offers a hybrid telework schedule, with in-person workdays determined by business needs. This role allows flexibility in choosing an office location within the counties listed above. This opportunity is part of a statewide initiative to transform Medicaid services through its Section 1115 Waiver. Description DSHS HCLA Public Benefits Specialist 4. The Department of Social and Health Services (DSHS), Home and Community Services (HCS) division, is seeking a skilled Public Benefits Specialist 4 professional to join our team in either Thurston, Kitsap, Pierce, Grays Harbor, Clark or Clallam counties. Home & Community Living Administration ( HCLA ) promotes, plans, develops, and provides an array of long-term services and supports to people who have disabilities, are seniors, or have caregivers to maximize their independence, dignity, and quality of life. In this role, you will perform complex eligibility determinations for Long-Term Services and Supports, serving a high-risk population that relies on vital in-home care, assisted living, and nursing facility services. Your expertise will ensure clients receive the benefits and support they need while maintaining strict confidentiality and compliance with state and federal regulations. This position plays a critical role in helping medically and financially vulnerable individuals access essential services that improve their quality of life and promote independence. Responsibilities
Determine ongoing eligibility for Long-Term Services and Support programs, which include hospice, institutional care, and HCB Waiver Services Conduct intensive, confidential in-person and telephone interviews with clients, client representatives, attorneys, medical providers, and guardians; arrange accessibility, reasonable accommodations, or interpreters when necessary Recognize and recalculate incorrect payments of grants, food benefits, medical assistance, and Long-Term Services and Supports Provide professional case management Input and receive data using multiple computer systems Analyze written and oral information received and legal documents, including court orders, contracts, insurance policies, trusts, life estates, and promissory notes Interpret the Washington Administrative Code, Revised Code of Washington, procedural manuals, policies, and policy clarifications Use the statewide asset verification and real property database to evaluate the impacts of real property transfers, quit claims, and sales Respond to case audits and make corrections Qualifications
Five years of combined higher education and/or work experience in financial services. This total must include at least one year's equivalent work experience in one of the following areas: Examining/processing loan applications Medical experience or rehabilitation claims Unemployment insurance claims Providing staff support in financial eligibility determination Analyzing, verifying, and evaluating financial data and information Or, out-of-state experience: Conducting financial eligibility determination for public assistance, including financial, medical, and food benefit programs Or, education and experience: Bachelor’s degree or higher with 12 months of experience as a Public Benefits Specialist 2, determining eligibility for long-term care services Bachelor’s degree or higher with 12 months of experience as a Public Benefits Specialist 3 in economic services Preferred skills, knowledge, and abilities
Strong knowledge of long-term care programs and public assistance policies, including Medicaid, food assistance, and state-funded services Ability to interpret, analyze, and apply complex rules and data to determine program eligibility and resolve issues Effective communication skills, both verbal and written, to explain program requirements and collaborate with clients, coworkers, and community partners Exceptional customer service and problem-solving abilities, including working with diverse populations and navigating sensitive situations with professionalism and empathy Proficiency with technology and data systems, including ACES, Barcode, and Microsoft Office; ability to learn new systems quickly Ability to work independently and manage time effectively in a fast-paced environment with shifting priorities Adaptability and a willingness to learn, especially as it relates to changing policies, procedures, and program requirements Additional information
