Project Manager - Closeout (Term Limited) - Sound Transit Salary range is $78K to $155K with a midpoint of $108K. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market. This is a term-limited position with an anticipated end date at 5 years of service. General Purpose

Under general direction, manages, administers, and leads capital projects and actual design and construction in assigned area of responsibility within the Capital Delivery Department; ensures projects are constructed within time and budget constraints and in full compliance with ST, local, state, and federal policies, procedures, rules, and regulations; organizes and leads project teams through project initiation and implementation; develops and manages project specific scopes, schedules, and budgets; interfaces and works cooperatively with other Agency departments to implement and support Agency wide programs and to obtain consensus and approvals related to project or task; ensures payments to contractors are proper and timely and change management of costs is proper and well documented; manages consultants and WSDOT teams involved with the administration of the contracts; provides for proper staffing of assigned projects; and represents the Agency on a local and regional level to inform and educate the public on current and future regional transit projects. Essential Functions The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. Leads, coordinates, schedules, assigns, and inspects the daily work activities of assigned staff, consultants, and contractors. Procures design consultants and construction management consultants; coordinates and tracks consultant scope of work; verifies submittals including monthly reporting; monitors schedules; participates in feasibility studies, environmental analysis, and environmental reports for federal and state agency review and approval; facilitates environmental phase approvals; negotiates and manages scope, quality, schedule, costs, risk, personnel, consultants/contractors; manages project budgets and schedules for design and construction; ensures adherence to codes and design practices; negotiates and approves change orders; forecasts future work for budget and schedule; manages spending and expenditures of project budgets and grants; presents contracts and amendments to the Change Control Board, Sound Transit Finance Committee or Sound Transit Board. Manages the progress of the design team including budget and resources; maintains key milestones; performs quality control of the design for best practices and code compliance; manages contract funds; reviews plans for internal and external review; monitors consultants' work for scope compliance. Reviews design plans, environmental documentation, transportation studies, sign location plans, schedules, and other design documentation required to permit development; reviews estimates for technical quality and adherence to codes; evaluates plans, permits, environmental and land use requirements; analyzes and solves complex technical problems and addresses comments from interested parties with the design team. Coordinates and mediates competing goals and expectations with operations, Sound Transit, local cities, and the community; coordinates with a wide group of users and operators to ensure proper operation and completion of construction; ensures best practical project outcome. Negotiates Intergovernmental Agreements (IGA) with partner cities and agencies; defines roles and responsibilities. Serves as team leader for design and construction projects; plans, prioritizes, assigns, reviews, and participates in the work of staff; allocates resources; leads working groups; interacts with project partners, agencies, and jurisdictions to share knowledge and develop relationships. Performs constructability reviews; reviews plans for constructability and bid-ability; provides suggestions for better design; analyzes risk factors and develops risk mitigation; coordinates with WSDOT on ROW projects; approves changes. Maintains project records; prepares reports on status, progress, changes, and budget; analyzes trends with the Project Control group; represents Sound Transit to educate the public on current and future projects; develops meeting agendas and speaking points; handles inquiries and complaints. Provides departmental support; serves on committees; prepares staff reports and correspondence; participates in professional group meetings; stays informed on trends; ensures compliance with laws, policies, procedures, and regulations. Other duties as assigned. Qualifications

Minimum Qualifications Education and Experience:

Bachelor’s degree in Engineering, Architecture, Construction Management, or closely related field. Four years of experience managing construction projects or architecture/engineering design and construction administration, including claims avoidance/resolution, procurement/contracts management, and design/construction administration, with two years leading or supervising small to mid-size projects; or an equivalent combination of education and experience. Preferred Licenses or Certifications: Project Management Professional, PMP. Required Knowledge and Skills: Operational characteristics, services, and activities of a project program area. General principles of business and public administration. Project control, project management, public contract administration. Construction management, materials testing, surveying terminology. Data collection, research, and reporting methods; statistical and financial analysis. Building codes and industry standards; product specifications. Agency procedures and record keeping; communication and negotiation; contract interpretation; federal/state/local laws and regulations. Leadership, budgeting, and scheduling; teamwork and stakeholder management. Computer proficiency and ability to prepare spreadsheets and reports. Interacting with diverse stakeholders; ensuring compliance with laws and policies. Constructability review; evaluating design for cost and schedule impacts. Strong written and oral communication. Physical Demands / Work Environment Hybrid office and field environment. Field work may involve exposure to hazards and extreme conditions; site visits required. On-call to respond to project needs.
