Overview
The Port of San Diego’s Environmental Conservation Department seeks an Environmental Programs Manager to lead and manage projects that advance the Port’s mission, strategic goals, and environmental initiatives. The role oversees a diverse portfolio of programs, including implementation of the San Diego Bay Integrated Natural Resources Management Plan, Wetlands Mitigation Bank project, and Chula Vista Natural Resources Management Plan and related development projects. The position leads habitat restoration and nature-based solutions efforts, coordinates public meetings, and communicates with the Board of Port Commissioners. The Environmental Programs Manager will manage natural resource activities such as endangered and invasive species, nature-based solutions, habitat restoration, environmental monitoring, and compliance with in-water permitting and construction. Additional responsibilities include supporting shellfish and seaweed aquaculture initiatives, tenant and Port development project review, environmental review, volunteer cleanup events, contract management, grant writing and execution, and ensuring adherence to Federal, State, and local environmental laws and regulations. This position requires a broad understanding of the Port’s environmental conservation goals and the ability to manage specialized and complex projects and programs. Candidates will have experience with Federal and State agencies, enforcement of environmental regulations and Port policies, providing environmental policy recommendations, and supervising professional and technical staff. Under general direction, supervises, administers, and manages specialized environmental and compliance programs; plans, coordinates, manages, implements, and represents aspects of environmental initiatives, monitoring, and investigations; manages agreements, contracts, and budgets; pursues grant funding; conducts research and analysis; manages resources to improve productivity and customer service; provides support to management and performs related duties. Supervision: Receives general direction and exercises direct supervision over professional, technical, and administrative staff. Class Characteristics: Program manager responsible for planning, organizing, managing, and evaluating Port environmental and compliance programs; involves independent work, policy recommendation, and regular interactions with senior management, regulatory agencies, community organizations, and the public. Plans, develops, administers, implements, and oversees daily functions, operations, and activities of the department’s programs and core services. Participates in development and implementation of goals, objectives, policies, and priorities; recommends staffing levels and procedures. Schedules, assigns, supervises, and evaluates work of contractors, consultants, and staff. Develops, administers, and oversees program budgets; determines funding needs; monitors expenditures; ensures budget compliance. Manages large-scale Port-wide programs or projects; formulates goals; develops and implements work plans; manages budgets, policies, procedures, and performance metrics; analyzes cost and resource needs. Convenes regional task forces and committees; develops external partnerships; facilitates meetings. Manages Board-authorized advisory committees in compliance with the Brown Act. Oversees consultant contracts and ensures timely completion; reviews invoices and addresses discrepancies. Evaluates program effectiveness and prepares performance reports and recommendations. Writes and presents technical reports, correspondence, and Board agenda items; maintains records. Provides consultation and technical assistance to departments, tenants, agencies, and organizations; coordinates with agencies for information sharing and education; plans internal and external training. Researches funding sources; secures and administers grants; tracks progress and reports as required. Plans and directs field sampling and environmental surveys related to aquaculture, sustainability, natural resources, stormwater, watersheds, habitat restoration, and related programs; organizes field crews and analyzes data. Reviews Port and tenant development projects for CEQA, Coastal Act, and other environmental compliance; provides conditions of approval and assistance to ensure compliance. Ensures permit conditions and compliance with natural resources plans; reviews project plans; assists with litigation documents and emergency responses. Facilitates coordination with federal/state agencies; represents the Port in associations and professional forums; stays current on regulations and initiatives. Researches, analyzes, and presents staff reports and correspondence; conducts program evaluations and recommends modifications. Monitors regulatory changes and attends workshops to ensure compliance; represents the Port at meetings and trainings. Education and Experience
Education:
Equivalent to a bachelor’s degree with major coursework in biological or marine science, environmental science, natural resources management, business administration, or related field. Experience:
Seven (7) years of increasingly responsible environmental project management or program development experience, including two (2) years in a lead or supervisory capacity. Licenses and Certifications:
