Job Description

The Associate Bureau Director will conduct the following duties and represent the Bureau Director as needed: Lead the implementation of trauma-informed care and harm reduction protocols across all RSB programs, ensuring services are accessible and responsive to people affected by substance use, mental health issues, and homelessness. Develop, implement, evaluate, and guide initiatives that reduce barriers to accessing harm reduction and recovery services, including improving housing pathways, medical care, and community-based supports for long-term stability and health. Oversee the coordination and integration of all harm reduction and recovery services provided by the RSB, including residential treatment programs, syringe service provider, overdose prevention, outreach and prevention programs; ensure compliance with policies, protocols, documentation, and reporting to funders and licensing agencies. Provide strategic guidance on implementing a coordinated city-wide response to health and safety needs of individuals facing substance use disorders and homelessness; manage partnerships and technical assistance workplans. Ensure staff and program operations comply with administrative policies; supervise managers and senior leadership to set priorities and manage day-to-day delivery. Lead quality and process improvement initiatives; participate in AQI and Accreditation work groups; plan, implement, monitor, and recommend improvements. Write reports and presentations on program outcomes, strategic priorities, grant updates, and service delivery protocols; partner with Communications and Intergovernmental Relations; develop new grant opportunities with Grants Development Office; manage bureaus grants and subcontracts with partners; identify and pursue funding sources. Assist Bureau Director in budget development and long-term sustainability plans for funded services and programs, including grant writing. Participate in ongoing budget development and city budget planning. Establish and foster partnerships with city agencies, service providers, healthcare providers, managed care organizations, non-profits, advocacy groups, and consumer groups to expand impact. Supervise direct reports, develop operational procedures and training materials; make management decisions including hiring, promotions, transfers, and disciplinary actions; coordinate with Human Resources and Labor & Employment Office on personnel matters. Develop staff professional development programs focused on harm reduction and recovery services. Meet regularly with the Bureau Director on operations and confidential matters; operate with sound judgment and discretion; provide emergency coverage as needed. Plan and implement new initiatives to address emerging issues and gaps in services; collaborate with other BPHC Bureaus, Offices, and Centers. Work to advance anti-racism and health equity within the BPHC and community. Perform other duties as required. Minimum Qualifications

Master's Degree in Public Health, Public Administration, Education, Social Work or related field; or a Bachelor's degree and 10 years of relevant experience may be substituted. Minimum of five years of leadership experience managing direct clinical and/or administrative activities in emergency shelter or similar environments for vulnerable individuals. Excellent verbal and written communication skills. Experience in crisis management and trauma-informed response. Experience with homelessness, substance use disorder, mental illness, and trauma-informed service provision. Knowledge of Housing First, Harm Reduction and Work First philosophies. Experience working in urban environments with diverse client and provider populations. Experience working with local, state and/or federal government; grant writing and management experience. Ability to interact sensitively and professionally with diverse backgrounds; develop and manage administrative policies and procedures; lead large teams (>30 employees). Strong analytic skills; willingness to learn about public health approaches to racism and health equity. Preferred or Plus

Formal or informal social justice advocacy or community organizing experience. Master's in Business Administration or Master's in Public Health. Licensed Independent Clinical Social Worker (LICSW) or Licensed Clinical Social Worker (LCSW). Additional Information

City of Boston Residency required; coverage includes multiple neighborhoods listed in the original posting. Criminal Offenders Records Information (CORI) check is required; record assessed in relation to the job. Direct client/patient contact and immunizations may be required prior to employment. Education verification required for positions with advanced degrees. This is a grant-funded position; BPHC is an EEO employer. Child Protective Service Background verification required. Shift: 35 hours/week, Monday-Friday, 9 AM – 5 PM, with on-call responsibilities and some weekend/evening hours.
