We’re looking for an experienced
Programme Director
to join our
Service Delivery (SD)
function — a vital part of our organisation that drives complex transformation across the UK smart metering ecosystem. This is a
high-profile, high-impact leadership role
where you will take ownership of major programmes such as the
4G Communications Hubs and Networks , the
Data Service Provider (DSP)
platform, and
Market-Wide Half-Hourly Settlement (MHHS) . You will lead high-performing teams, manage third-party providers, and play a key part in transitioning programmes into live service. What will you be doing?
Lead multi-disciplinary delivery teams
through complex, high-value programmes (typically £30m+ budget, 3+ year timelines). Line manage and develop Project Managers
and support staff, creating a high-performance, accountable culture. Work closely with Programme and Delivery Directors , acting as their deputy when required. Manage senior stakeholders
including government, regulators, and delivery partners. Oversee all aspects of
programme planning, governance, financial control, risk management , and
change delivery . Play a key role in embedding the
Design, Build, Run (DBR)
model and enhancing DCC’s delivery capability. What are we looking for?
At least
5 years’ programme director
experience in
complex, multi-stakeholder
environments (ideally public sector or regulated industries). At least
5 years’ experience leading and line managing
teams of project managers or delivery professionals. Strong
supplier and contract management
expertise. A strategic mindset with
excellent communication and stakeholder management skills . Confident using
project management tools and techniques
(e.g., PRINCE2, MSP, or similar). PRINCE2
or other recognised PM qualifications. Knowledge of the UK energy market. Experience contributing to wider organisational initiatives (e.g., Diversity & Inclusion). Personal Attributes
Strategic and delivery-focused , with strong leadership and mentoring skills. Professional and credible , with a high level of integrity. Resilient and able to manage
complex priorities under pressure . Influential , particularly with senior stakeholders and suppliers. Committed to
