Director, Construction Operation Systems and Portfolio Management

Overview The Director of Data Center Construction Operation Systems and Portfolio Management is a leadership role that will work closely with key partner teams under Tract Capital Management, including Fleet’s Operations, Engineering, Commissioning, Planning and Delivery, and Supply Chain and Procurement. This individual will be responsible for end-to-end strategic oversight, management, and execution of construction systems and overall functions of construction portfolio management of data center construction projects. The selected candidate will ensure all projects are delivered on time, within budget, and to the highest standards of safety, quality, and performance. This role combines strategic oversight of data center portfolio development with hands‑on management of complex construction and operational projects. The candidate requires a deep understanding of the data center industry, exceptional leadership skills, and the ability to manage complex, multi-million-dollar construction systems programs across various geographic locations. Job Responsibilities: Construction Tooling and Product Management:
Own full implementation of Web-Based Construction Project Management Tools (like Procore, etc.) to support our global operations. Engage with partner teams as needed on all implementation efforts, including integration with other tools used within Fleet and companies under Tract Capital Management. Establish troubleshooting processes, vendor customer service platforms, as necessary. Manage implementation of system and user interface updates/upgrades. Data Governance and Document Management:
Work in partnership with Global and Regional Engineering, Procurement and Construction functions on data governance processes, ensuring compliance with Fleet’s policies, and support management of Fleet issued documents between Fleet and its contracted Construction Vendors. Construction Objectives and Key Results (OKRs):
Develop and track OKRs, manage internal and external facing metrics, KPIs and performance of projects’ influencing factors focused on safety, schedule, quality, and budget/costs. Develop and execute a long-term strategy to meet business needs for the entire lifecycle of data center construction, from initial design and budgeting to final commissioning and handover. Monitor delivery performance of general contractors, vendors and internal teams to ensure projects are delivered on time, within budget, and to the highest quality standards. Develop tactical plans to improve in line with strategic objectives and assess and track performance to reach goals of predictable and on-time delivery of capacity to meet Customer Need Date. Construction Resource Planning:
Monitor current and long-range views on builds and use this data for resource planning, including full-time employees (FTEs) and general contractors (GCs). Engage Procurement and Supply Chain on strategic GC resource planning. Consider permit and power availability to ensure effective construction mobilization timelines and Integrated Systems Test (IST) delivery. Ensure projects have resources required to meet objectives within agreed financial parameters. Team Leadership:
Lead and mentor a diverse team of project managers, engineers, technicians, and other construction and operations professionals. Support regional construction leads with onboarding of new employees. Motivate staff to achieve objectives and empower the Construction team with leadership and resources needed to complete delivery initiatives. Construction Vendor Performance Management:
Stand up a global program to track GC and Construction Vendor performance. Create metrics, scorecards and reports for leadership review. Host annual GC Performance Summits. Engage with Procurement and Supply Chain teams on tracking data for metrics. Risk Management:
Collaborate on assessment and mitigation of risks to the business through Global Construction delivery execution strategy decisions in close collaboration with Global Engineering Procurement and Construction functions. Operational Excellence:
Implement and oversee construction’s operational policies, procedures, and best practices. Track and drive operational consistency across the region. Develop and implement strategic plans to optimize project delivery, resource allocation, and operational efficiency across the portfolio. Foster a culture of accountability, collaboration, and continuous improvement. Construction Labor Management:
Establish a global labor management program to track current and long-range conditions on data center construction crew/labor availability. Establish contracts with third-party labor consultants as needed. Support relationship building with local unions. Community Engagement:
Serve as the Construction team’s global liaison to support Fleet’s Community Engagement Managers with community engagement in neighborhoods and communities where we build. This includes communication and outreach, managing stakeholder relationships, issue management, local non-profits and business associations, and collaboration on corporate social responsibility initiatives. Basic Qualifications Bachelor’s Degree with preference for construction management, engineering (electrical or mechanical), or related technical discipline 10+ years of experience in construction delivery of data centers or similar mission-critical facilities 5+ years of experience managing large-scale, ground-up construction projects with deep knowledge of data center infrastructure, MEP systems, power generation, and cooling technologies 3+ years in a senior or leadership role managing similar deliverables, including construction labor management and community engagement Preferred Qualifications Master’s or other advanced degrees Strong communication and presentation skills Proficiency in project management, risk management, and vendor/contractor management Project Management Professional (PMP) certification Proven ability to lead and motivate teams, communicate with stakeholders at all levels, and make strategic decisions under pressure Expected Salary Range $200,000-$225,000 base salary + bonus Travel and Schedule:
