PLEASE NOTE - This position may require temporarily relocation to other TONHC Facilities: Sells Hospital, Santa Rosa Health Center, San Simon Health Center, and San Xavier Health Center.
Position Summary:
Under general supervision, assists and supports the TONHC's property and supply operations in accordance with Tohono O'odham Nation policies and procedures.
Scope of Work : This position is located in the Tohono O'odham Nation Sells Hospital and may be organizationally stationed at any hospital center. Work is performed under the general administrative supervision of the Property and Supply Supervisor, who is available for technical assistance and guidance only in resolving difficult situations. The work is generally reviewed upon completion, with occasional spot checks while in the process to ensure accuracy, timeliness, and conformance to established standards; instructions or procedures cover major work tasks and unusual situations referred to a supervisor.
Essential Duties and Responsibilities:
(Depending on the area of assignment, an incumbent may not be required to perform some of the duties listed below):
Perform tasks and duties involved in the entire scope of property management, including acquisition, receipt, accountability, usage and utilization, maintenance, cataloging, reporting, inventories, transfers, and disposal of non-expendable, durable, and pilferable personal property.
Conducts inventory on equipment and supply for TONHC.
Assist in establishing and maintaining an effective and efficient inventory management system o new equipment purchased, transferred, donated, and sold.
Screens requisitions for equipment submitted by end-users. Reviews requisitions for completeness and compliance with regulations.
Determine classification of personal property as expendable, non-expendable, durable, pilferable, capitalized, and non-capitalized.
Responsible for reports or surveys for lost, stolen, or damaged personal property.
Assist department managers on the property management system and the proper usage and utilization of Tohono O'odham Nation's assets.
Updates signed property records with Custodial Officers and obtained signatures on property accounting records for personal property in use.
Maintain records of equipment/vehicles maintenance and repair. Reviews requisitions for the repair of equipment and determines the feasibility of repairs versus disposal.
Controls and maintains the property disposals and Request for Proposal (RFP) to vendors for equipment for sale.
Monitors the mailroom operations to ensure effective processing of incoming/outgoing mail.
Processes Government Bills of Lading (GBL) for permanent change of station (PCS) of newly arriving personnel, coordinating requirements with the employee.
Maintains and tags equipment and capital assets for TONHC.
Reports mileage and repairs for leased vehicles to the GSA Fleet Management Center.
Receives service and repair authorizations and ensures the prescribed service is performed within the established timeframes.
Demonstrates continuous effort to improve operations, decrease turnaround times, and cooperatively and jointly provides quality customer service.
Answers questions from various departments and programs regarding property and supply policies and procedures.
Ensure compliance with the Tohono O'odham Nation's policies and procedures.
Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing networks, participating in professional societies, and conferring with various agencies and related organizations representatives.
May operate a forklift or floor jack, as needed.
Performs other job-related duties as assigned and contributes to a team effort.
Knowledge, Skills, and Abilities:
Knowledge of the Tohono O'odham culture, customs, and traditions
Knowledge of applicable federal, state, tribal laws, regulations, and requirements.
In-depth knowledge of an extensive body of property management regulations, policies, procedures, methods, and techniques.
Knowledge and ability to provide advice and assistance to customer units, administrative personnel, and other management personnel on all aspects of the property management program.
Knowledge of a wide range of equipment used in general office, medical, engineering, data processing environments.
Knowledge of the requirements for handling hazardous materials as defined by OSHA and the implications of the laws to property management. Ability to properly dispose of hazardous materials.
Knowledge of the receiving and distribution, utilization, and disposal processes, including required timeframes of these processes.
Ability to operate material handling equipment, including 3000 lb. capacity forklift and hand trucks.
Knowledge of automated supply systems and applying this knowledge to fully and successfully operate the property management information system (PMIS).
Knowledge and ability to initiate and conclude physical inventories of equipment in use.
Knowledge of applications and implementation of computer record-keeping systems, accounting and billing procedures, and inventory systems.
Knowledge of accounting software systems.
Skill in operating various word-processing, spreadsheets, and database software programs.
Skill in providing superior customer service to external and internal customers.
Ability to perform basic mathematical computations.
Ability to establish and maintain positive and effective working relationships with other employees and the general public.
Ability to maintain privileged, confidential information.
Ability to carry out instructions furnished in verbal or written format.
Ability to demonstrate strong communication skills communicate efficiently and effectively both verbally and in writing.
Ability to handle multiple tasks and meet deadlines.
Ability to work extended hours and various work schedules.
Minimum Qualifications:
Associate's Degree in Materials Management or Inventory Control, or closely related field and one-year work experience in a warehouse, inventory, or administrative field, or an equivalent combination of training, education, and work experience which demonstrates the ability to perform the duties of this position.
Licenses, Certifications, Special Requirements:
Upon recommendation for hire, a criminal background and a National FBI fingerprint check are required to determine suitability for employment, including a 39-month driving record.
May require possessing and maintaining a valid driver's license (no DUIs or major traffic citations within the last three years).
If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles.
Based on the department's needs, incumbents may be required to demonstrate fluency in both the Tohono O'odham language and English as a condition of employment.
