The Department: The Office of Academic Programs provides strategic, tactical and administrative leadership and oversight on matters related to undergraduate and graduate programs and curriculum, the General Education program, academic policies, assessment of student learning, academic quality and program integrity, program reviews, and specialized and institutional accreditation. The Office is responsible for the oversight, communication and enforcement of CSU policies, guidelines, and Presidential Directives related to Academic Programs. The Office of the President is responsible for all operational and strategic aspects of the University, including student recruitment, retention and graduation; academic policies and programs; state and non-state operating budgets; personnel policies and procedures; external outreach, collaboration and fundraising.
Duties and Responsibilities Assessment, Program Review, and Accreditation
Assessment and program review are key elements of academic effectiveness. This position leads the strategic operations of assessment and program review, and alignment with institutional effectiveness.
Institutional Assessment: Promote understanding and support for institutional assessment initiatives and programs and a campus-wide scholarship of assessment.
Lead the design, implementation, and assessment of university-level learning goals and general education learning outcomes.
Produce reports and facilitate discussions of assessment findings and utilization of findings with key constituents.
Maintain records of all institutional assessment activity, including changes made for improvement.
Provide guidance and support for assessment of co-curricular and high-impact practice initiatives within Academic Affairs.
Provide leadership and support for the design and administration of student surveys (e.g., senior exit surveys, NSSE).
Program Assessment: Provide consulting support to academic departments and programs in all phases of their assessment efforts.
Develop and implement approaches to improve program assessment activity, including utilization of the findings for improvement.
Manage assessment mini-grant program and develop resources to support academic program assessment.
Program Review: Foster the institutional commitment to academic excellence by overseeing and guiding the institutional process of systematic program reviews and improvements.
Ensure an active, sustainable, and comprehensive plan of ongoing program reviews and yearly assessments by developing and implementing an integrative program review framework.
Establish and maintain a systematic schedule of program reviews, coordinate those reviews, ensure timely submission, and review of the reports and monitor the implementation of program recommendations.
Provide research and analytics support to faculty in conducting academic program reviews; Provide guidance and support to faculty in linking program review recommendations to evidence-based planning and decision-making at multiple levels (i.e., program, department, college, and University).
Accreditation: Maintain current knowledge of accreditation requirements, and of developments and trends in higher education, especially those related to assessment, program review, and strategic planning.
Provide consulting support to academic department and programs in their accreditation efforts.
Serve on WSCUC review teams and committees as appropriate.
Strategic Planning
The strategic plan is aligned with and reflective of the university’s mission, vision, and values. This position leads and coordinates a comprehensive systematic approach to advance and monitor the plan’s progress, priorities, and evaluation, and ensure its continual visibility to facilitate campus support and alignment.
Evaluation of the Strategic Plan’s Progress: Work with Cabinet and divisional leadership teams to lead the design and implementation of evaluation metrics and systems for monitoring progress and feedback for continuous improvement.
Collaborate with multiple, cross-functional initiative teams to successfully implement priorities and measure growth.
Integration of the Strategic Plan into Campus Operations: Support flow of information to campus leaders and teams so that the priorities are integrated and infused in campus business and life, and guide everyday actions and decisions, such as leadership meeting agendas, position descriptions, principles of community, and quality and effectiveness of programs and services.
Develop partnerships to infuse the priorities with major campus systems such as budgetary processes, performance management, fundraising/philanthropy, and institutional research.
Communication of the Strategic Plan’s Progress: Work with internal communication structures to develop and implement a communication plan and schedule to disseminate progress and critical information, including mechanisms for feedback.
Provide periodic updates to Cabinet concerning issues, key decisions, and progress.
Coordinate the development of a website showcasing the plan’s major initiatives and achievements, and tracks progress on priorities in action.
Provide opportunities and engage campus constituents in discussions via existing governance structures.
Capacity-Building
The integrated nature of academic effectiveness and institutional effectiveness requires a synergistic approach of collaboration and inclusion. This position strengthens the institution’s mission, vision, and values by engaging the campus community strategically and intentionally.
Leadership and Management: Advance and support a campus-wide culture of evidence informed decision making and improvement.
Supervise staff and provide strategic direction for the office.
Guide and support the work of Faculty Fellows and other faculty liaisons to build institutional capacity in the areas of assessment, program review, and strategic planning.
Chair the Academic Assessment Committee: Serve on campus committees as appropriate to facilitate the key purposes of the office.
Work with faculty governance and campus constituents on ongoing development, implementation, and review of campus assessment and program review policies and strategies.
Serve as the CPP liaison with assessment officers at the CSU Office of the Chancellor, and participate in system-wide assessment activities and meetings.
Professional Development: Develop and provide workshops and other opportunities to enhance campus knowledge and skills related to assessment, program review, and strategic planning.
Develop and implement opportunities for increasing faculty leadership in the areas of academic effectiveness and strategic planning.
Qualifications
Bachelor's Degree - in a related field
Five years of progressively responsible administrative or professional experience which demonstrates ability to conduct complex analyses of problems in assigned functional areas.
Thorough knowledge of the principles of management and organization; and of administrative survey principles and techniques and skill in their applications.
Thorough knowledge of the subject area of assignment.
Ability to plan, organize, conduct and participate in major administrative and analytical studies.
Ability to relate the overall objectives and policies of the Trustees, the Office of the Chancellor and the administration and faculties of the campus to the studies
Ability to see the interrelationships within and among the various educational, administrative and fiscal programs on the campuses
Sensitivity to the special needs of various campuses because of different size, location, characteristics and circumstances
Ability to approach problems objectively.
Ability to present findings and recommendations clearly and diplomatically and to reconcile, to the extent possible, various divergent points of view
Ability to utilize complex statistical and various analytical research methods.
Ability to draw conclusions and develop recommendations.
Ability to prepare written reports
Ability to develop and maintain high level contacts including the leading of meetings and negotiations.
Preferred Qualifications
Doctoral degree in a social science, education, or related discipline.
Teaching experience at the postsecondary level.
Demonstrated knowledge of and experience with conducting learning outcomes assessment.
Demonstrated ability to work effectively and collegially with faculty, staff, and administrators toward achieving organizational goals;
Demonstrated ability to lead effectively in higher education;
Experience with effective educational practices and pedagogies;
Familiarity with program level evaluation, and/or social science research methodologies (both quantitative and qualitative);
Familiarity with statistical analysis and experience with statistical software (e.g., SPSS);
Outstanding organizational, planning and administrative skills;
Ability to use conceptual, innovative and analytical thinking to develop solutions, and to document results across complex situations
Excellent written and oral communication skills.
