Job Summary
The employee occupying a position of this class is responsible for supporting the management of the Mat-Su Borough Emergency Management System. This includes planning, preparedness and response to the Borough Emergency Operations Center for disaster response, recovery, and hazard mitigation and those activities and operations under Homeland Security. This position acts in an Incident Command System role under Finance, Logistics, Operations or Plans to include one or more of the following Command, General, Branch, Division/Group or Unit staffing. This is an emergency responder position dedicated to the Emergency Management Program. Incumbents of this position will not be allowed to serve as paid or volunteer on-call first responders in fire, EMS, Rescue or Dive Rescue. This position is excluded from the bargaining unit. F5 Minimum Requirements
Minimum:
Five (5) years general emergency response experience; with at least four (4) years of increasingly responsible administrative experience in emergency preparedness, response, mitigation, and recovery. Relevant experience to include Emergency Management, Emergency Services or First Responder, Homeland Security, Military service, disaster response and planning, event planning and coordination, telecommunications and radio operations, customer service. Available to report to the Emergency Operations Center within thirty (30) minutes from the time summoned. Training requirements include position specific ICS courses or an equivalent course, the ability to qualify as an unit leader for Type 3 Teams under Department of Homeland Security criteria. Completion of Incident Command System (ICS) courses, ICS 100 and IS 700 within ninety (90) days of hire, ICS 300 and ICS 400 within nine (9) months of hire, and ICS 200 and IS 800 within one (1) year of hire. Experience in two or more Command & General Staff positions during three or more Type 3 or higher complexity incidents. Incident Command System classes required before being cleared to respond to calls: ICS 100, 200, 700 and 800. Valid Alaska driver's license and acceptable driving and criminal history records required.
Duties/Responsibilities
Assists with coordinating disaster response activities throughout all jurisdictions of the Borough and with the State of Alaska Department of Homeland Security and Emergency Management. Responds to incidents of Type 3 or higher complexity, as needed or assigned to an Incident Command Post, including the Mobile Command Van and the borough's Emergency Operations Center. Performs as a member of the Mat-Su Borough Incident Management Team during drill or exercise situations, as well as during actual emergency situations. Participates in the planning and conducting of periodic tests and disaster exercises, and coordinates and conducts ICS and NIMS compliant response activities in the EOC. Ensures all Borough disaster claims for relief and reimbursement as a result of local, State and Federal disaster declarations are submitted and administered in compliance with applicable laws and regulations. Develops, modifies, and monitors assigned projects, schedules, budgets, and cost estimates, as needed. When staffing the EOC performs the functions assigned by the Event Commander to efficiently and effectively respond and manage an incident. Performs related work as required. On-call emergency responders for the Mat-Su Borough do not receive a benefits package. Following is brief description of the benefit(s) provided/available to this class of employee.
Alaska Supplemental Benefits System:
The Supplemental Benefits System (SBS) is in lieu of Social Security and is mandatory. An employee contributes at 6.13% of gross wages, matched by the Borough (6.13%), on the present wage base of $176,100.
