Job Overview The Massachusetts Executive Office of Health and Human Services (EOHHS) is seeking to hire a motivated IT Senior Business Analyst to join its Medicaid Systems Development (MSD) team supporting MassHealth Applications. MassHealth (MH) is the EOHHS office that administers the Medicaid program and the Children's Health Insurance Program (CHIP) in Massachusetts. MassHealth applications provide critical support for access to health care for some of Massachusetts' most vulnerable individuals. The Sr. Business Analyst's primary role is to support on Integrated Care Contract Management tool and coordinate with the Shared Applications Architect, Database and Release Management teams. He/she is responsible for enhancing the quality of IT products and services, analyzing data to inform business decisions, and assessing technological solutions to support business needs. Lead business and technical requirements assessment to define and develop requirements for new or existing enterprise systems in accordance with standard operating methodology. The Sr. Business Analyst must possess exceptional interpersonal skills as they need to act as a communication link between the IT and agency business groups. Work with business users to plan and document user stories; manage and support expectations of product owners. Collaborate in defining acceptance testing and end-user training requirements and be experienced with release management processes. Facilitate change management activities between the project team and IT service groups; and work with helpdesk operations to create and implement support procedures.
