The Office for People With Developmental Disabilities (OPWDD) provides high-quality, person-centered services, supports, and advocacy to approximately 140,000 individuals with developmental disabilities in New York State. Our motto is “Putting People First.” The Assistant Director of Nursing plans, oversees and evaluates the provision of comprehensive nursing services to individuals with developmental disabilities residing in OPWDD facilities. This role will work under the direction of the Director of Nursing 3 and is pivotal in maintaining clinical competence and regulatory compliance across the state, assisting in maintaining health and safety practices related to clinical services within the Division of State Operations (DSO) - Bureau of Clinical Services. The position supports direct oversight/clinical supervision of registered nurses across certified residential, clinic, and program settings, and participates in nursing leadership, policy development, education, and statewide implementation of nursing initiatives. The Assistant Director of Nursing will assist in managing, overseeing and evaluating nursing services, including: Assist with the development and implementation of nursing policies and procedures. Ensure compliance with established standards of nursing care in accordance with State, Federal and OPWDD regulatory requirements. Oversee, evaluate and participate in recruitment, training and continuing education programs for nursing staff. Assist with the clinical supervision of nursing staff. Participate in the Statewide Community of Practice meetings to foster discipline collaboration and professional development initiatives. Participate in other committees/agency work groups as delegated. Assist in the ongoing development, training and monitoring of the nursing portion of the Electronic Health Record (EHR) for nursing forms, documentation, use of eMAR and data functions. Provide training, consultation, technical assistance, and supervision/mentoring to nursing staff across the state through a combination of in-person site visits and remote technology. Work with nursing staff after internal Bureau of Program Certification surveys to ensure deficiencies are addressed locally and that new protocols are implemented statewide. Assist the Director of Nursing in coordinating nursing activities, including administrative and clinical aspects, while focusing on maintaining high quality of care and staff performance. The Assistant Director of Nursing will have primary responsibility for being out in the field to ensure proper and timely implementation of new policies/procedures and/or new programs/contracts. Active participation in local nursing meetings where hospitalizations, discharges, changes in status, complaints, or nursing questions are discussed. Focus on specific DDSOs, providing on-site leadership/mentorship in areas including competency, new nurse mentorship, and responding to nursing-related events and deficiencies. Assist in preparation for surveys, mock surveys, and plans of correction, elevating findings to the Director of Nursing 3. Act in an administrative/management capacity in the absence of the Director of Nursing 3. Telecommuting to be discussed at interview. Minimum Qualifications
Promotion:
Possession of a license and current registration as a registered professional nurse in New York State; a bachelor’s degree in nursing; and one year of service as a Registered Nurse Supervisor 1. Open Competitive:
Possession of a license and current registration as a registered professional nurse in New York State; a bachelor’s degree in nursing; and two years of post-licensure professional clinical nursing experience. One year of the experience must have been at a supervisory level. Substitutions:
A master’s degree in Nursing can substitute for one year of non-supervisory post-licensure clinical nursing experience. Transfer:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS titles may be filled via a non-competitive appointment, but you must meet the minimum qualifications. At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have permanent non-competitive status converted to permanent competitive status. Starting salary reflects the statutory hiring rate, geographic pay differential, and hiring salary breakdown. If you are currently a NYS employee eligible for transfer, you may be appointed as a permanent competitive employee.
