Join the City of Boise as a Planning Manager - Design Review! Lead transformative planning and design initiatives in one of the nation's most livable cities. This senior leadership role develops and manages complex planning projects from inception to completion while preparing and implementing forward-thinking policy initiatives. You'll conduct research, perform design reviews, and oversee urban design, zoning, and general plans relating to architecture, landscape, and land use standards required by local and state law. As a key member of the planning team, you\u2019ll supervise professional staff, manage consultants, and provide expert guidance to city leadership. A critical aspect of this position is facilitating and managing two volunteer commissions - the Design Review Committee and Historic Planning Commission - ensuring productive meetings, strategic direction, and meaningful community engagement. Manage the work of professional, technical and/or other staff; determine organizational structure, staffing needs, and work strategies; ensure adequate resources are available for staff to perform duties; ensure that assigned operations and activities comply with organization goals and objectives. Analyze, prepare and present information regarding complex development applications, appeals, ordinance amendments and guiding documents to the Design Review Committee, Planning and Zoning Commission and city council. Plan and execute strategic initiatives and programs to raise the level and effectiveness of design review in the city. Provide high level guidance for historic preservation staff and committee. Perform site inspections to ensure zoning compliance for occupancy of structures. Determine the completion of work and assist with the issuance of bond approval to allow for temporary occupancy of structures. Communicate with applicants, the public, agencies and management regarding applications and processes in oral and written form. Work with individuals and groups to facilitate outreach, educate and foster compliance with ordinance requirements which can be mutually beneficial to the applicant, public and the city. Monitor maintenance of record keeping for all files; coordinate grants and reporting; supervise planning staff; conduct public meetings and hearings; represent the city in public and official meetings; attend trainings; prepare and present reports to planning commissions and city council. Develop fee schedules and policies; participate in development of comprehensive planning policy, ordinance amendments, specific area plans and neighborhood planning; provide recommendations to the department director on project and administrative processes. Monitor notice requirements and oversee preparation for design review including legal notification, notices, and transmittal documentation. Perform other duties as assigned. Qualifications

Required Knowledge, Experience, And Training Bachelor’s degree in urban or city planning, historic preservation, landscape architecture, or design or a related field, and six years of professional level experience in areas of land use entitlement process, municipal planning, urban design, redevelopment, historic preservation, economic development or zoning and two years of experience in a management or supervisory capacity, or an equivalent combination of education and/or experience. Knowledge of: principles, practices and techniques of historic preservation and urban planning, environmental planning and urban design and economic development or land use; laws, codes and regulations pertinent to planning, zoning and community development; project management; research methodology; public administration; public outreach; supervision. Ability to: Demonstrate skill in media relations and public presentations; Develop and organize public contact programs; Interpret and apply federal, state and local regulations, policies, and procedures; Respond effectively to a rapidly changing work environment; Exercise tact and diplomacy in dealing with difficult issues; Organize multiple projects, set priorities, meet deadlines and follow up with minimum direction; Recognize and analyze potential environmental and policy impacts; Develop planning policies and implementation strategies; Translate goals and objectives into workable plans, programs and activities; Lead professional and technical personnel on projects and provide technical advice; Persuade, negotiate and resolve conflicts among competing interests; Make presentations before groups; Prepare clear, concise reports and policy documents; Organize and lead meetings to facilitate public participation; Understand and comply with all rules, policies and regulations; Communicate effectively in English for job performance; Perform all essential and marginal functions with or without reasonable accommodation. Individuals must be capable of operating vehicles safely and have an acceptable driving record. Preferred Knowledge, Experience, And Training

Master’s degree in architecture, urban or city planning, historic preservation, landscape architecture or a design related field. Eight years of professional planning experience including three or more years in a supervisory capacity, working with governmental or private non-profit boards or commissions. Familiarity with construction site practices and design methodology. Possess Certification from American Institute of Certified Planners (AICP). Architect\u2019s License and/or Licensed Landscape Architecture. Licensing And Other Requirements
