Overall responsibility for planning, organizing, leading, directing and controlling security and safety operations of the college. Responsible for the supervision and administration of the campus security program. Oversees the security and safety of the persons and property of the college. Supervises all security positions. Oversees the investigation of criminal and policy violations in conjunction with appropriate offices. Ensures that college constituents adhere to federal and state laws, county ordinances and college rules and regulations. Essential Role Responsibilities
Oversees all campus security operations Oversees the public safety department's HCC Awareness Series and provides training to students and employees each semester Supervises and manages the public safety department on a daily basis Oversees the recruitment and management of the contract security staff Oversees the development of training program for security staff Oversees the record keeping and training records including required certifications in first aid, CPR and AED for public safety staff including contract guards Oversees and develops the HCC policies and procedures for public safety and enforces their implementation Designs and maintains an effective patrol program Oversees the preparation of the patrol schedule for guards Serves as the liaison between the college and local law enforcement Responsible for federal, state and local reporting requirements on crime statistics Responsible for all compliance issues relating to the Cleary Act, TitleIX Attends meetings and conferences to maintain state of the art campus safety practices Plans, coordinates and manages security for all events and special activities on campus Oversees the maintenance of records for parking citations used to enforce HCC rules of safety Makes the decision to waive parking citations Serve as the first contact person for external community and the Howard County Police Coordinates drills on campus with the Howard County Police Oversees "first-responders" program as it relates to first aid, CPR and AED on campus and security Coordinates bloodborne pathogen procedures for the college with the Safety Committee Designs and maintains an effective reporting system for college incidents including documentation and log maintenance Oversees the record keeping for federal reporting requirements for security incidents Oversees the follow up contact process with individuals involved in campus incidents Oversee the preparation of all incident reports and processes them according to HCC procedure Monitors security violations and inefficiencies by conducting periodic audits Identifies safety and security problems by reporting violations according to HCC policy Represents the college at related security programs Serves as co-chair of the college's Emergency Operations Committee Core team member of ASSIST - reviews and assists with student behavioral issues Core team member of CARE - reviews and assists with employee cases of reported workplace violence Recommends security improvements by assessing current situation, evaluating trends; and anticipating college safety requirements Coordinates security activities with Plant Operations Develops and presents security awareness programs for the college community Develops, implements and enforces campus security operational policies and procedures Oversees the investigation of HCC security policy violations Oversees parking operations and building security inspection procedures Oversees the response to calls for assistance, escort requests, and emergency aid Interact on a day-to-day basis with the college community Conducts crime prevention surveys and programs Acts as liaison to the college Safety Committee representing security Maintains a special police designation and determines other special police designees, if required Oversees the camera operation on campus and develops policies to implement the camera operation Responsible for developing, planning, overseeing and maintaining security budget Assist Plant Operations in coordinating college activities in weather and other emergencies Regular attendance is a requirement of this job Expected to come to campus on various security shifts for spot inspections Other responsibilities as assigned by the office of the administration and finance Education, Experience and Qualifications
Minimum Education Required: Bachelor’s degree Experience Required: 5 Preferred Experience: Bachelor’s degree, preferred or equivalent combination of education and experience; supplementary course work in criminal justice or security; experience as an officer with a law enforcement agency; minimum five years in a law enforcement position; minimum four years in a supervisory position; security experience on a college or university campus; supervisory experience in security; proven leadership; knowledge of special police designations on college campuses; knowledge of surveillance procedures; knowledge of contract management for outsourced security; people skills; ability to use standard office equipment and Microsoft Office; knowledge of pertinent laws and higher education regulations; ability to interact with a diverse community; team-oriented and value diversity; law enforcement experience in government or military is preferable. Must be able to work flexible hours. Expected to supervise guard shifts with 24/7 coverage; ability to walk, climb, run or lift; ability to obtain a Maryland Special Police Commission; ability to possess a Maryland handgun permit (as warranted). Supervisory Position?
