PURPOSE Under the general direction of the Chief Information Officer (CIO), the Associate Director of Network Services (AD) provides strategic, technical, and operational leadership for the university’s wired, wireless, firewall, telecommunications, unified communications, servers, virtualization platforms, storage, data center systems, video systems, and high-performance research network infrastructure (HPRN). The AD ensures the security, availability, and reliability of all network and telecommunications services that support academic, administrative, and research activities. The Associate Director will supervise the Network Services team and lead efforts to modernize and optimize campus networking operations with a focus on service excellence, innovation, and resilience.

Strategic Leadership & Planning

Collaborates with the CIO and other senior leaders to develop, implement, and evaluate the University’s Information Technology Strategic Plan, ensuring alignment with academic, administrative, and research objectives.

Leads strategic planning related to network services, including capacity forecasting, infrastructure modernization, and technology alignment with institutional growth.

Develops multi-year roadmaps and operational frameworks to guide infrastructure evolution, service delivery models, and enterprise-wide connectivity strategies.

Advises on technology trends, operational risks, and investment opportunities, providing data-driven recommendations and strategic briefings to campus and CSU stakeholders.

Ensures network services planning incorporates digital equity, sustainability, and technological innovation.

Network & Telecommunications Operations

Provides strategic and operational leadership over the university’s telecommunications and network infrastructure, including wiring, wireless LAN/WAN, firewalls, servers, virtualization, storage, data center systems, voice and video services, unified communications, and connectivity.

Directs planning, design, installation, and continuous improvement of network and data center architectures to ensure reliability and scalability.

Establishes procedures and performance standards to ensure availability, QoS, and rapid issue resolution across network, telecom, and data center services.

Coordinates cross-department infrastructure projects to align technology deployment with institutional initiatives.

Oversees vendor engagements, third-party implementation, and contract compliance related to enterprise infrastructure and data center operations.

Reliability, Monitoring & Incident Response

Develops policies, architectures, and standards to support a highly available and fault-tolerant network environment.

Establishes service-level objectives (SLOs) and key performance indicators (KPIs) for system availability and performance.

Implements monitoring and alerting platforms to detect anomalies and facilitate proactive incident response.

Leads incident management protocols, including root cause analysis, communications, stakeholder coordination, and post-incident reviews.

Oversees disaster recovery and business continuity planning for network and telecom services.

Security & Compliance

Collaborates with the Information Security Officer to design and implement network security policies and architectures.

Implements secure network configurations, including firewall policies, access controls, VLAN segmentation, and threat detection.

Ensures compliance with CSU systemwide IT security mandates and applicable laws and regulations (FERPA, HIPAA, GLBA, PCI-DSS, etc.).

Oversees security audits, risk assessments, and remediation planning for network vulnerabilities.

Promotes security awareness and end-user training.

Community & Collaborative Engagement

Represents CSUMB on regional, statewide, and national committees and professional associations to foster collaboration.

Collaborates with CSU Chancellor’s Office and peer campuses on systemwide initiatives and standards development.

Leads regional projects that expand broadband access, infrastructure resiliency, and educational equity.

Builds partnerships with K–12, community colleges, universities, libraries, and public agencies to extend digital services.

Identifies external funding opportunities to support infrastructure development and digital inclusion.

Innovation & Educational Support

Leads evaluation, pilot testing, and adoption of emerging networking technologies (SD-WAN, edge computing, next-gen wireless, automation, AI-driven management).

Analyzes trends and recommends service innovations and future-proofing.

Partners with faculty and researchers to enable high-performance networking and educational technologies.

Plans hybrid infrastructure (cloud and on-premises) with scalable, sustainable architecture.

Incorporates sustainability goals into technology selection and lifecycle planning.

Vendor, Budget, & Resource Management

Manages operating and capital budgets, cost analysis, and long-range financial modeling for network services.

Oversees procurement for infrastructure hardware, software, licenses, and services.

Develops business cases, TCO analyses, and ROI evaluations for infrastructure decisions.

Negotiates contracts and monitors vendor performance in coordination with procurement and legal teams.

Monitors expenditures and ensures internal controls and audit readiness.

Prepares budget proposals and investment plans for campus leadership and systemwide partners.

Leadership & Supervision

Provides leadership to the Network Services team, fostering accountability and high performance.

Oversees daily operations, planning, workload management, and alignment with project milestones.

Manages personnel administration including recruitment, onboarding, performance evaluation, and professional development.

Leads workforce planning and staff readiness for evolving technology demands.

Coaches and mentors staff, supporting succession planning and leadership development.

Reassesses team structure to improve cross-functional collaboration and service delivery.

Other Responsibilities

Represents the university on committees and task forces as a subject matter expert on network and telecommunications infrastructure.

Supports grant proposals and external funding for digital infrastructure and research networking.

Participates in IT governance, policy development, and cross-functional planning to integrate network services with campus strategies.

Contributes to institutional reporting and accreditation documentation related to network infrastructure.

Performs other duties and special projects as assigned.

Knowledge, Skills and Abilities Broad knowledge of enterprise networking and telecommunications, information security, and IT service management, with the ability to apply project management and process improvement practices. Familiarity with higher-education technology trends, including cloud services and collaboration platforms, and experience in budget planning, vendor management, and strategic policy development in a university or similar environment.

Skills: Ability to lead diverse technical teams, manage complex infrastructure lifecycles, and foster collaboration across academic, administrative, and research domains. Strong strategic planning, service architecture design, and translating priorities into action plans. Effective conflict resolution, staff coaching, and cross-functional coordination. Strong project management and communication skills.

Ability:

Lead secure, scalable, and highly available enterprise network environments; oversee infrastructure planning, risk management, and KPI/SLA development; assess technology investments and capacity planning; represent the university in CSU-wide and regional forums; cultivate inclusive, high-performance teams; develop funding strategies and partnerships.

Minimum Qualifications Equivalent to a bachelor’s degree in computer science, network engineering, or related field from an accredited college/university AND four (4) years of professional experience in TCP/IP networking, wireless networking, client-server technologies, and network operations. A graduate degree may substitute for two years of experience. Additional experience may substitute for required education on a year-for-year basis.

Demonstrated ability to address the essential functions of this position.

Preferred Qualifications/Desirable Experience A master’s degree and five (5) years of relevant experience. Technical fluency with Oracle/PeopleSoft, CSU Common Management System or equivalent student information system; Microsoft and related IT services; and experience with collaboration, service learning, and partnerships.
