Overview

Serves and assists the Director of a mid-sized to large department by developing and overseeing various financial, business management, and human resources functions which affect the overall operations of the department; conducts, coordinates, and supervises administrative staff services and controls with some delegated authority to act for the department head; and performs other related duties as required. Distinguishing Characteristics

This class is distinguished by its responsibility for managing the full array of financial, business management, and human resources functions which affect the overall operations of a mid-sized to large department which administers a substantial variety of major programs requiring a workforce organized in a relatively unique or complex structure; and conducts, coordinates and supervises administrative staff services and controls with some delegated authority to act for the department head. The Business Administrator II class differs from the Business Administrator III class in that the Business Administrator II class serves and assists the Director of a mid-sized to large department by developing and overseeing various financial, business management, and human resources functions which affect the overall operations of the department; whereas the Business Administrator III class is responsible for advising and assisting the Director of a large twenty-four (24) hours a day, seven (7) days a week, three hundred sixty-five (365) days a year operating department with emphasis on business management, human resources, financial research and planning, and formulation of the operating budget. Examples of Duties

Provides, directly and through subordinate personnel, a variety of administrative services primarily relating to fiscal and account record keeping functions, human resources management, budget preparation and administration, organization and management, purchasing, bond issuance and grant administration, and public relations, etc. Supervises and participates in the preparation of department budget, financial statements and reports, budgetary estimates, and other statistical reports; reviews, analyzes, and compiles budget related requests from divisions; reviews and approves expenditures to ensure that expenses remain within program and budgetary limits; reviews and recommends approval of requests for personnel, reorganization, union consultations, etc. Conducts internal reviews to ensure that accounting systems and supportive procedures are effective, efficient, and properly implemented; makes changes as appropriate. Assigns and supervises the work of accounting, human resources, and clerical subordinates. Assists with developing and implementing departmental policies and procedures. Assists in administering the collective bargaining agreements. Administers departmental contracts regarding funding and payment. Identifies management needs and problems, analyzes and seeks solution to such problems, and recommends or takes authorized action to resolve same; reviews departmental fiscal and personnel policies and procedures, proposes or implements changes as appropriate. Advises management on regulatory and procedural requirements regarding administrative matters. Counsels management in developing and maintaining sound organizational structures and improving managerial policies, practices, methods, and procedures including the distribution and assignment of functions and responsibilities, work methods and procedures, and management control systems for a more effective and efficient operation. Provides human resources management services in resolving problems relating to recruitment, selection, classification, pay, training, employee management relations, promotions, transfer, retirement, and related activities. Promotes an effective interchange of information and coordination of activities between the department and other centralized agencies, such as Human Resources, Finance, and Management Information Systems. Provides for representation of the department in collective bargaining matters and grievance meetings; in dealings with employees and employee organizations; and coordinates with the other County, State, and Federal departments, or agencies. Participates in department planning and programming activities, public relations, informational, and educational programs. Conducts special studies on matters pertaining to fiscal, human resources, or other matters as required. Performs other related duties as required. Training and Experience

A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor’s degree in business or public administration, economics, accounting, human resources, or a related field, and four (4) years of responsible administrative experience which involved budget formulation and justification, fiscal management, personnel management, and industrial relations, and organizational and/or operational research analysis, two (2) years of which shall have been in a government agency. Knowledge

Knowledge of: Governmental organization and functions; principles and practices of public administration, organization and management, and public relations; research methods and techniques; administrative analysis; governmental finance administration; accounting and budgeting; labor relations and human resources management; report writing; public speaking; statutes and ordinances relating to governmental functions and operations; pertinent Federal and State laws and regulations; principles and practices of supervision. Abilities

Ability to: Plan, organize, direct and coordinate various administrative staff services; prepare clear and concise correspondence and operating reports; prepare budget justifications and compile operating budget; devise and modify accounting methods, techniques and practices; establish and maintain effective working relationships with others; speak effectively to individuals and groups; develop and analyze facts, make sound administrative decisions and recommend policies and procedures; develop manuals and related presentations; interpret and apply laws, policies, procedures and rules and regulations; supervise and coordinate the activities of subordinate personnel; operate a personal computer using a variety of software applications.
