Reporting to the Director, Academic Employee Relations and supervised by the Senior Analyst, the Employee/Labor Relations Analyst assists in the research and investigation of claims under the scope of employee and labor relations. The incumbent assists in ensuring timely compliance with affirmative action laws at the federal, state, and local levels. The incumbent assists in mediation and resolution of disputes and assists in the research, analysis and preparation of grievance and complaint responses. The incumbent consults with supervisors and managers and provides advice regarding disciplinary actions, grievance processes, interpretation of collective bargaining agreements, CSU policies and procedures, and other employee/labor relations matters. The incumbent also assists with the design, development and delivery of ER training. Responsibilities

Conduct intakes for concerns related to academic student employees, staff, and faculty, and draft responses to complainants. Gather, prepare and analyze technical and statistical data for use in grievance processing, mediation, arbitration, fact-finding and employee relations activities. Assist management in the preparation of the University’s position in matters involving complaint investigations conducted by governmental regulatory agencies including the EEOC, CRD, OCR, Labor Commissioner and the Bureau of State Auditor by determining records and data to gather and drafting responses. Gather and summarize data and draft responses to information requests related to grievances and discipline cases. Research and summarize current issues and past history in preparation for management’s responses to grievances. Draft settlement agreements and grievance responses. Research issues with the Chancellor’s Office or other pertinent agencies relative to contract interpretation/administration. Consult with and provide advice to supervisors and managers regarding disciplinary actions, grievance process, contract interpretation, CSU policies and procedures, and employee relations matters. Ensure evaluations are correct before inputting information into the system. Provide guidance to managers on the correction necessary for evaluation compliance. Follow up with managers who have submitted employee performance reviews with unsatisfactory ratings. Guide managers in discussions of next steps and recommend available tools for improving employee performance. Respond to questions from campus parties about SJSU and CSU policies and procedures related to grievances, performance reviews, and conduct. Knowledge, Skills & Abilities

Knowledge of human resources methods, procedures and practices used in a unionized environment Basic knowledge of federal and state EE/EEO/AA laws Demonstrated excellent customer service and public relations skills Demonstrated organizational and time management skills to set and meet deadlines Strong verbal and written communication skills Ability to take accurate notes Ability to conduct research, gathering relevant facts unique to each complaint Ability to communicate with constituents in a professional and respectful manner Ability to make decisions in areas where guidelines may not exist Ability to perform accurately in a detail-oriented environment Ability to handle multiple work priorities, organize and plan work and projects in a high stress environment Ability to interpret collective bargaining agreements and apply the agreements to complex situations Ability to assist in conducting thorough investigations using effective interviewing skills Ability to maintain composure in stressful situations Ability to compose and appropriately format correspondence and reports Ability to document complaint issues and keep accurate records Required Qualifications

Bachelor’s degree or completion of a professional training program specific to the position Directly related work experience, or a combination of education and experience which demonstrates the ability to perform the essential functions of the position Preferred Qualifications

PHR or SHRM certification One year or more of labor relations experience; one year or more experience conducting or assisting with workplace investigations; experience with interpretation of federal and state regulations and collective bargaining agreements Compensation
